VSS: Promoting synchronized and modern infrastructure development while practicing cost-saving and waste prevention throughout the sector

Director General Nguyen The Manh - Chairman of the Emulation and Commendation Council of the Vietnam Social Security (VSS) has signed and issued Plan No. 1332/KH-BHXH dated May 10, 2023 to organize the implementation of the emulation movement with the theme 'Promoting synchronized and modern infrastructure development while practicing cost-saving and waste prevention' throughout the sector.

 

The purpose of the plan is to create a vibrant emulation atmosphere, promote the strength of the collective and individuals throughout the sector, meet the strategic development requirements of the sector until 2030, and strictly implement the legal regulations on cost-saving and waste prevention.

Manh hopes that through this emulation movement, the entire sector will enhance the awareness, responsibility, and actions of units in directing and implementing the development of synchronized and appropriate infrastructure based on the practical functions and conditions of agencies and units, and practicing cost-saving and waste prevention in the entire civil servants, officials, and labor force to prevent and reduce waste in all activities of the sector.

Together with that, it aims to strongly awaken the aspirations and promote the proactive and creative spirit of the entire political system and civil servants, officials, and labor force in the sector; determined to build and develop the VSS sector to ensure a professional, modern, effective operation based on the social security rights of the people, contributing to the successful implementation of Party resolutions at all levels.

To effectively implement the mission of promoting synchronized and modern infrastructure development, and practicing cost-saving and waste prevention, Manh has requested the heads of units under the VSS, Directors of provincial and centrally-governed city social security agencies, organizations and each civil servant, official, and laborer in the sector to focus on implementing some key tasks. These tasks include renewing thinking and methods of participating and coordinating with authorized agencies to improve the quality of building and completing appropriate, stable, equal, transparent, and breakthrough policies according to the principle that policies must serve development and create conditions for development.

Emulation must mobilize all social and local resources, units participating in infrastructure investment based on ensuring effectiveness, investment quality, and balancing the interests of all subjects. Emulation must also promote creative labor, complete projects on schedule or exceed plans, ensure the quality of works and projects, especially the key projects of the sector, enhance the capacity and responsibility of units and social security agencies, research and apply scientific and technological advances, information technology, and coordinate with all levels and sectors from central to local to mobilize the whole population to participate in building infrastructure.

Furthermore, it is essential to actively promote cost-saving and waste prevention, effectively implement the Public Investment Law, ensure the management and use of workplaces for the right purposes, standards and norms according to the regulations, manage and use labor and working time reasonably, scientifically, and efficiently, and link these efforts with administrative procedure reforms. Emulation must also focus on implementing the contents of the overall program on cost-saving and waste prevention in the 2021-2025 period of the VSS.

The Director General has requested the entire sector to actively promote the reform of administrative procedures in the implementation of tasks.

It is necessary to improve the quality, effectiveness, and methods of participating and coordinating with authorized agencies to continue innovating mechanisms and policies, perfecting the system, and enhancing the effectiveness and efficiency of state management on infrastructure investment to mobilize and use resources for infrastructure development, especially investment in constructing and upgrading modern, spacious workplaces that meet the requirements of promoting information technology and enhancing the satisfaction of participants and beneficiaries of social, health, and unemployment insurance policies.

Furthermore, Manh has also requested the sector to actively accelerate the digital transformation process, linking digital transformation objectives with cost-saving and waste prevention objectives, continuing to promote administrative procedure reforms to ensure convenience, reduce inconvenience and costs for people and businesses, improve and upgrade the application of information technology in managing operational activities of the sector.

It is also necessary to tighten financial discipline, control expenses closely, improve the efficiency of using financial resources, organize budget management tightly, save costs effectively, and comply with regulations. The sector must continue to uphold the principles of transparency, openness, and cost-saving in implementing tasks./.
