Resolution No. 28-NQ/TW of the 12th Party Central Committee has identified that 'social insurance is a cornerstone of the social security system' and 'implementing social insurance policies well is the task of the entire political system, the responsibility of party committees, government authorities, the Vietnam Fatherland Front, political and social organizations, businesses, and every citizen.'

Based on Resolution No. 28-NQ/TW, the Prime Minister approved the 'Comprehensive Plan for Renewing the Content, Forms, and Methods of Social Insurance Propaganda' in Decision No. 1676/QD-TTg dated November 21, 2019, in which May of every year is designated as the 'Month of Mobilization for Implementation of Universal Social Insurance'. The goal is to attract the attention of all people to social insurance policies, promote and encourage people to participate in social insurance towards the goal of universal social insurance, and motivate and increase the awareness and responsibility of labor users in actively participating in social insurance for workers.
