VSS’ Working Group on Project 06 holds May 2023 meeting

On the afternoon of May 4th, 2023, the Working Group on Project 06 of Vietnam Social Security (VSS) held a meeting to carry out their tasks. Deputy General Director Chu Manh Sinh and the head of the working group chaired the meeting.

During the meeting, the members of the working group reported on the results of some tasks of the VSS until April 2023 in implementing Decision No. 06/QD-TTg dated January 6th, 2022 by the Prime Minister approving the Scheme on developing the application of data on population, identification, electronic authentication data for national digital transformation in the 2022-2025 period, with a vision toward 2030 (Project 06).

At present, the VSS is actively coordinating with different ministries and sectors to synchronize and share data, provide online public services on the national portal and those of the sector, digitize records, implement biometric technology integrated with chip-embedded citizen identity cards and the national population database to prevent and combat fraudulent claims for social, health, and unemployment insurance benefits. Furthermore, it is also working on implementing electronic health records, linking data on driver's health check-ups, and birth and death certificates electronically through the infrastructure of the VSS to provide online services for driver's license issuance and renewal, and implementing linked public services according to Project 06.

The overview of the meeting

At the meeting, Deputy General Director Chu Manh Sinh provided an update on the assessment by the Working Group on Project 06 of the Government's implementation of tasks by the ministries and sectors discussed in the previous meeting. The results achieved across the country so far have been positive, with strong progress made and many benefits for the people. However, there are still many challenges in terms of investment, human resources allocation, and development of applications to serve Project 06.

Regarding the results and tasks of the sector, Deputy General Director Chu Manh Sinh evaluated, based on surveys and working with the social security agencies of Ha Nam, Hanoi, Binh Duong, Binh Phuoc, and Quang Binh in April 2023, that the sector's work and tasks have been carried out with few difficulties. The results achieved have been very positive, especially in the establishment and completion of the Working Groups on Project 06 at the 63 provincial social security agencies.

Assessing the working tasks of the Working Group in May, Deputy General Director Chu Manh Sinh highlighted the importance of the planned completion of the pilot implementation of some linked public services and utilities for nationwide implementation. He requested that the operational units and social security agencies in some localities currently conducting pilot implementation urgently evaluate and resolve any difficulties, issue appropriate procedures, and provide training to ensure that the nationwide implementation can begin immediately following the completion of the pilot phase.

Emphasizing the importance of digitizing procedural records, Deputy General Director Chu Manh Sinh stressed that this is a major and crucial task in implementing Project 06. He urged relevant units to urgently and actively issue procedures, review administrative procedures, ensure scientific accuracy and certainty, and consult with experts to organize scientific workshops.

The Working Group's units also need to review ongoing tasks, evaluate results, and complete any unfinished work to continue the implementation process. They need to enhance consultation to ensure that the VSS’ Working Group on Project 06 performs well in directing and guiding the working groups of local social security agencies to implement their tasks in a synchronized, high-quality, timely, and planned manner.

In addition, the Working Group needs to continue to closely coordinate with ministries, sectors, and localities in implementing Project 06, especially with the police sector to accelerate the synchronized data transfer between social security agencies and the national population database, achieving a breakthrough in May 2023.

Deputy General Director Chu Manh Sinh also requested that the Working Group closely coordinate with relevant units under the social security agencies of both central and local levels to promote communication about the benefits of using chip-embedded citizen identity cards for health insurance purposes, encouraging more people to know, agree, and use them.

Regarding the implementation of linked data on driver's health check-ups, birth certificates, and death certificates electronically, Deputy General Director Chu Manh Sinh urged the Working Group to continue to coordinate with the Ministry of Health to regularly urge provincial health departments and social security agencies, as well as healthcare facilities, to ensure timely data transmission and updating./.
