VssID aims to reach 35 million users by the end of 2023

The Director General of the Vietnam Social Security (VSS), Nguyen The Manh, has instructed the social security departments of 63 provinces and cities to strive to have around 35 million people enrolled in social and health insurance, registered, approved, and using the VssID application (Digital Social Insurance) by the end of 2023.

In the recently issued Decision No. 336/QD-BHXH, the Director General requires the BHXH departments of provinces and cities to focus on reviewing the coverage of the VssID application to reach 100% of the groups participating in social and health insurance at the labor-using units and 100% of new voluntary participants. They should also continue to provide guidance on registering, installing, and using the application for other target groups nationwide.

Starting from March 15, the social security departments of provinces and cities shall work on implementing this plan for the groups participating in social and health insurance in their respective areas. They will proactively choose appropriate implementation methods to achieve the set plan.

Provide guidance and assign specific responsibilities for each unit to complete the development of detailed plans, strategies, and approaches to reach each group of participants to ensure the progress of meeting the assigned targets on a monthly and quarterly basis, at a minimum. Ensure that the targets set are exceeded by December 31, 2023.

People use health insurance card photo on VssID app for medical treatment

Officially launched by the VSS in November 2020, the VssID application provides services and utilities for participants to access social and health insurance policies. Until now, the VSS has continuously updated and added many new features to the application, ensuring its superiority and convenience for users. It allows for easy information retrieval on participation and benefits of social, health, and unemployment insurance, helping to save time and costs when accessing public services with the social security agency.

By monitoring their participation and benefits of social, health, and unemployment insurance on the VssID application, participants can also directly monitor and protect their own rights and benefits.

Of note, starting from June 1, 2021, VssID application users can use the photo of their health insurance card on the app for medical treatment instead of using the paper version of the card. This is considered a suitable step in response to the administrative reform and digital transformation requirements of the VSS sector, bringing practical benefits to health insurance participants and medical facilities.

Through the VssID application, users can not only keep track of their participation in social and health insurance but also have access to their history of healthcare covered by health insurance. This helps users fulfill their role in supervising the obligation of labor employers to pay social and health insurance premiums for employees and in monitoring their benefits, contributing to the transparency and accountability of information and ensuring the legitimate rights and benefits for social and health insurance participants. This is also considered an effective solution to help limit the cases of abuse and misuse of social and health insurance funds.

VSS agencies in provinces and cities shall review the coverage of the VssID application for 100% of the group of social and health insurance participants at local labor agencies.

To continue promoting transparency and accountability of information and help employees ensure their rights and benefits when participating in social and health insurance, on March 14, the VSS upgraded the VssID application (to version 1.6.5), adding an option in the Personal Management/Participation History section to display the time of non-payment of social and unemployment insurance. Specifically, the upgrade allows participants to view the total time of non-payment and detailed information on the time and unit of non-payment of social and unemployment insurance, which is being managed by the social security agency.

The VssID application will also send notifications to participants about the time of non-payment of social and health insurance by labor employers who have violated the regulations of Clauses 1, 2, and 3 of Article 17 of the Law on Social Insurance 2014, for a period of 30 days or more. The notification will be sent on the 10th day of every month./.
