Vietnam Social Security boosts administrative reform in 2023

HA NOI – Vietnam Social Security (VSS) has just issued Plan No. 3870/KH-BHXH on administrative reform in 2023.
Accordingly, the social insurance sector continues to promote online transactions, public services, and IT applications in administrative procedure reform. It aims to timely and transparently complete and handle social insurance, health insurance and unemployment insurance benefits for employees and the people.

Overall, VSS identifies and implements administrative reform synchronously in areas including administrative procedures, organisational structure, public service regimes, public finance, and e-Government and digital Government development.
It will focus on building a professional, capable and qualified contingent of civil servants and public employees to meet the requirements during e-Government and digital government development.
Specifically, regarding administrative procedure reform, VSS plans to reduce and simplify at least 20 per cent of regulations and reduce at least 20 per cent of compliance costs related to business activities regulated in documents that are valid until the end of May 31, 2020.
The agency aims to complete the renovation and implementation of the one-stop-shop, interconnection in handling administrative procedures to improve service quality, reduce travel time, and social costs and create favourable conditions for people and businesses.
All of the administrative procedures under the competence of settlement may receive and settle regardless of administrative boundaries, except for cases where administrative procedures require field inspection, assessment, examination and appraisal at the establishment.
All records, papers and results of administrative procedure settlement are digitised, connected and shared.
VSS targets to get at least 85 per cent of service users satisfied with its handling of administrative procedures.
Regarding organisational structure, VSS will make its organisation streamlined, professional, modern, effective and efficient to meet the requirements of the reform and modernisation of the social insurance industry as well as requirements to downsize administrative units in Vietnam.
Regarding reform of public service regimes, VSS will restructure its staff and improve their qualifications, abilities and responsibilities in providing public services.
Regarding reform of public finance, VSS will study and propose changes to financial mechanisms relating to the social security industry.
VSS continues to encourage social security beneficiaries to get their benefits through cashless payment, especially in urban areas.
Regarding the construction and development of e-government and digital Government, VSS will develop a national database on insurance.
It aims for 80 per cent of online public services to be done on different devices, including mobile phones.
All people and businesses using online public services will be granted electronic identification and verification on all information systems of VSS.
In addition, all of VSS’ information systems will be connected or shared with national databases.
VSS will develop and complete a data warehouse to serve the management and direction of its activities.
This year, it is targeted that 70 per cent of VSS documents will be processed online.
VSS also set a target that 35 per cent of total social insurance, health insurance, unemployment insurance cardholders will open accounts for online transactions with social security agencies, and of those 25 per cent will use the VssID app./.
