At the meeting, Deputy General Director Chu Manh Sinh said that over the past time, administrative procedures of the VSS industry have been regularly reviewed and simplified. Moreover, they have effectively applied digital technology, and modified business processes on the basis of connecting and sharing information between databases in order to cut costs and create maximum convenience for people and businesses when dealing with the social security agency.

Notably, the VSS has actively coordinated with numerous domestic and foreign organizations to implement assigned tasks, in which it worked with USAID on coordinating research and proposing the restructuring of the professional process of Vietnam's social security industry associated with the implementation of administrative procedure reform and digital transformation under Scheme 06.

Appreciating the cooperation between the two sides in the past time, especially the cooperation in implementing the health insurance policy in Vietnam according to the cooperation regulation signed in 2020, Deputy General Director Chu Manh Sinh expressed gratitude towards USAID's care, enthusiastic support and responsibility. At the same time, the two sides believe that they will continue to coordinate closely and effectively, especially in supporting the implementation of restructuring for 08 important public services to serve people and businesses related to the registration of participation in voluntary social insurance, issuing social insurance books, health insurance cards, etc. Sinh also suggested that professional units of VSS cooperate with USAID to research and survey the user experience to perfect the industry professional processes.

At the meeting, Mrs. Nguyen Khanh Cam Chau said: "The program to support the VSS to restructure administrative procedures to increase efforts to provide online public services, realizing the goals of e-Government, in order to better serve people and businesses. This activity aims to support the VSS to improve its capacity to carry out the restructuring of administrative procedures, through supporting restructuring for 08 important services serving people and businesses.

Accordingly, the support for restructuring services includes: Reviewing the legal basis and current regulations on the content of administrative procedures; mapping the business process of each public service according to the actual implementation; providing solutions and recommendations to improve the process of providing better online public services for people and businesses. The USAID will work with the VSS to select one of eight priority public services to conduct user experience assessments (under Scheme 06) and the National Public Service Portal, as well as other relevant national information systems. Based on the results obtained, the project will recommend solutions to improve other services, in order to make it more convenient for people and businesses to carry out online procedures.

In addition, USAID will coordinate with the VSS to organize a workshop in Hanoi on the restructuring process of administrative procedures for VSS employees. Expected contents include an overview of the framework and coordination process between different units when restructuring and digitizing public services; sharing experiences and lessons from the implementation of restructuring 08 priority public services within the project framework; discussing difficulties and challenges when implementing public service restructuring and solutions for improvement./.
