VSS deploys the online public service to register for voluntary social insurance with a highly automated process

On January 19, 2023, the General Director of Vietnam Social Security (VSS) signed and promulgated Decision No. 49/QD-BHXH on the issuance of the online public service "Registration to participate in voluntary social insurance on the Public Service Portal".

With this public service, people can now register to participate in voluntary social insurance online anywhere and at any time. This public service is automated regarding the entire process of collection and issuance of social insurance numbers and issuance of an electronic copy of the book according to Decision 1188/QD-BHXH due to its interconnection and connection with the National Population Database.
The VSS General Director assigned the IT Center to integrate and provide online public services on the public service portal of the VSS, the national public service portal and upgrade professional software to meet the requirements, specifically as follows:
1. The public service portal of the VSS, and the national public service portal: Add the function of declaring the public service "Register to participate in voluntary social insurance".
2. Software for receiving and managing records: Initializing the public service "Register to participate in voluntary social insurance on the Public Service Portal" (Code: 602e) in the field of issuing social insurance books and health insurance cards on the software for receiving and managing records (the social security offices of the provinces actively configures the process, the time limit for handling the records to suit the actual conditions).
3. Book and card management software:
- Automatically record the process of participating in voluntary social insurance; automatically generate data on the cover sheet of the social insurance book (for the first time participation) after receiving the voluntary social insurance payment voucher transferred by the centralized accounting software.

- Officers shall issue the cover sheet of the electronic social insurance book according to the instructions in Official Letter No. 104/CNTT-PM dated January 18, 2023 of the Center on upgrading the book and card management software according to Decision No. 1188/QD-BHXH.
The provincial social security offices request centers to organize communication to disseminate, guide and support people to perform the online public service "Register to participate in voluntary social insurance" on the Public Service Portal; request professional officers to monitor the arising records, and issue the cover sheet of the social insurance book promptly and in accordance with regulations.
If software problems occurred during the implementation process, the social security agencies of the provinces should contact the IT Center to coordinate the handling./.
