Director General of Viet Nam Social Security (VSS) issued new Decision on functions, duties, power and organization structure of local Social Security Offices.

VSS Director General has issued the Decision No 2355/QĐ-BHXH prescribing the functions, duties, power and organization structure of local Social Security Offices.

Accordingly, Social Security Offices in provinces, munipalities

(hereinafter referred to as the provincial Social Security Offices) are units affiliated to VSS. These agencies implement social insurance (SI), health insurance (HI) regimes and policies; organize to collect and expense the unemployment insurance (UI) regimes; manage and use SI, HI and UI funds; inspect the payment of SI, HI, UI premiums and inspect the implementation of SI, HI, UI regimes in province based on regulations of the law and VSS.

The provincial Social Security Offices are under the direct and comprehensive management of VSS Director General and under the state administrative management in province by the provincial People’s Committee. The provincial Social Security Offices have their own legal status, seals, accounts and offices.

According to the Decision No 2355/QĐ-BHXH, organization structure also has changed and continued to be consolidated and streamlined.

Specifically, from 01/01/2023, provincial Social Security Offices in group 01 including: Ha Noi and Ho Chi Minh City will have organization structure of 11 divisions that are including: Contribution Collection – Book and Card, SI Implementation, Medical Claim Review 1, Medical Claim Review 2, Planning and Finance, Inspectorate, Personnel and Organization, Information and Communication, Information Technology, Record Management, Office. And then, from 01/01/2024, the provincial Social Security Offices in group 1 will have 10 divisions after consolidating and re-structuring the Record Management and Office into the Office.

From 01/01/2023, the provincial Social Security Offices in group 2 are including: Hai Phong, Thanh Hoa, Nghe An, Dong Nai, Binh Duong will have 09 divisions: Contribution Collection – Book and Card, SI Implementation, Medical Claim Review, Planning and Finance, Inspectorate, Personnel and Organization, Information and Communication, Information Technology and the Office.

From 01/01/2023, the group 3, that are including remaining 56 provincial Social Security Offices, will have 9 divisions: Contribution Collection – Book and Card, SI Implementation, Medical Claim Review, Planning and Finance, Inspectorate, Personnel and Organization, Information and Communication, Information Technology and the Office. After that, from 01/01/2024, this group will have 08 divisions after consolidating and re-structuring the Information Technology and Office into the Office.

The Decision No 2355/QĐ-BHXH will take effect from January 1, 2023 and replaces the Decision No. 969/QD-BHXH dated July 29, 2019 of VSS Director General./.
