Promulgating a plan to review and simplify internal administrative procedures in the state administrative system for 2022-2025

On September 15, Standing Deputy Prime Minister (PM) Pham Binh Minh signed Decision No. 1085/QD-TTg promulgating a plan to review and simplify internal administrative procedures in the state administrative system for 2022 - 2025.

The plan sets a target that by April 1, 2023, 100% of internal administrative procedures under the management of ministries, agencies and localities will be listed and announced (for the first time) and 100% of internal administrative procedures among state administrative agencies is published on the national database of administrative procedures.

Regarding the review and approval of the plan to reduce and simplify internal administrative procedures among state administrative agencies, the plan sets a target that by January 1, 2025, 100% of internal administrative procedures under the management of ministries and ministerial-level agencies will be reviewed and simplified, ensuring the reduction of at least 20% of administrative procedures and 20% of administrative compliance costs; in which, before October 1, 2023, ministries and ministerial-level agencies shall take charge of reviewing and submitting to the PM for approval regarding the plan to reduce and simplify internal administrative procedures in key areas prioritizing review and simplification; by October 1, 2024, ministries and ministerial-level agencies shall take charge of reviewing and submitting to the PM for approval on the simplification plan for at least 50% of internal administrative procedures under their management; by January 1, 2025, ministries and ministerial-level agencies shall take charge of reviewing and submitting to the PM for approval on the simplification plan for 100% of internal administrative procedures under their management.

For internal administrative procedures within a ministry, agency or locality, the plan sets a target that by January 1, 2025, 100% of internal administrative procedures will fall within the scope of management of ministries, agencies and localities will be reviewed, simplified, ensuring the reduction rate of at least 20% of administrative procedures and 20% of the cost of administrative compliance; in which, by January 1, 2024, ministries, agencies and localities will review and approve the simplification plan for at least 50% of internal administrative procedures under their management; by January 1, 2025, ministries, agencies and localities shall review and approve the simplification plan for 100% of administrative procedures.

The Deputy PM requested ministries, agencies and localities to identify reviewing and simplifying internal administrative procedures as one of the key administrative procedure reform tasks. The results of the implementation of this plan are one of the bases to evaluate the results of the implementation of administrative procedure reform tasks of ministries, agencies and localities in the period of 2022 - 2025.

Ministries, agencies and localities shall organize full, timely, consistent and scientific implementation of specific tasks assigned in the plan, ensuring the schedule, quality and set objectives. Criteria, methods and procedures for making statistics, publishing, publicizing, reviewing and simplifying internal administrative procedures among state administrative agencies and internal administrative procedures within a ministry or agency, localities shall comply with the guidance of the Government Office. Ministries, agencies and localities shall proactively organize the implementation of the Plan, closely coordinate with the Government Office and Working Group to develop and implement the plan to review and simplify internal administrative procedures for 2022 - 2025 and relevant ministries, agencies and localities in the implementation process./.
