Hanoi provides additional support to pay voluntary social insurance

From August 1, 2022, Hanoi will provide more support in voluntary social insurance contributions for participants in the area. It is expected that the budget for this policy is nearly 182 billion VND, which will be applied until December 31, 2025.

Resolution No. 03/2022/NQ-HDND of the People's Council of Hanoi, applied from August 1, 2022, stipulates the level of additional support for social insurance contributions for people participating in voluntary social insurance in Hanoi, which will be effective in the whole period of 2022-2025.

Subjects of application are participants of voluntary social insurance as prescribed in Article 2 of Circular No. 01/2016/TT-BLDTBXH dated February 18, 2016 detailing and guiding the implementation of a number of articles of the Law on social insurance on voluntary social insurance by the Ministry of Labor, War Invalids and Social Affairs (except for the case of payment by the method specified in Clause 2, Article 8, Chapter III of Circular No. 01/2016/TT-BLDTBXH), has permanent residence registration in Hanoi, is a Vietnamese citizen aged full 15 years or older and is not subject to compulsory social insurance participation in accordance with the law on social insurance.

Specific objects include the following groups.

First, employees working under labor contracts with a term of less than 3 months before January 1, 2018; employees working under labor contracts with a term of less than 1 month from January 1, 2018 onwards.

Second, part-time workers in villages and residential quarters.

Third, workers doing family/housework.

Fourth, participants in production, business and service activities without salary.

Fifth, cooperative members who do not receive salary or wages for working in cooperatives and unions of cooperatives.

Sixth, farmers and self-employed workers include those who organize their own labor activities to earn income for themselves and their families.

Seventh, employees who have met the age requirements but has not yet met the conditions for the period of payment to enjoy the pension according to the provisions of the law on social insurance (except for cases where the employee has met the age conditions for pension enjoyment but the missing period of social insurance payment is not more than 10 years).

In which, people belonging to poor households and near-poor households are determined according to the provisions of Decision No. 13/2021/QD-UBND dated September 5, 2021 of the City People's Committee, stipulating the multi-dimensional poverty line of Hanoi city in the period 2022-2025.

Regarding the level of support, voluntary social insurance participants are supported with a percentage (%) of the monthly voluntary social insurance premium payment according to the poverty line of rural areas from time to time as determined by the Prime Minister.

Specifically, the support levels are as follows: an additional 30% of the voluntary social insurance contributions for people from poor households; an additional 25% of the voluntary social insurance premium for people from near-poor households; an additional 10% of the voluntary social insurance premium for other subjects.

This level of support is in addition to the support for voluntary social insurance payment specified in Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government.

Funding for implementation comes from the budget at district and town levels. Particularly in 2022, for disadvantaged districts and towns that have not yet balanced their budgets, the People's Committees of districts and towns will synthesize support funds and send them to the Hanoi Social Security Office to synthesize and coordinate with the Department of Finance to advise the City People's Committee. The city provides additional funding for districts and towns to implement policies.

As of June 2022, Hanoi has more than 1.8 million people participating in compulsory social insurance, accounting for about 38% of the labor force in age.

Up to now, the city has nearly 65,000 people participating in voluntary social insurance, an increase of more than 61,000 people compared to 2008 - the time when this policy started./.
