VSS to strengthen the implementation of the national database system on citizen reception, complaint and denunciation settlement

The General Director of Vietnam Social Security (VSS) has just signed and promulgated Official Letter No. 2074/BHXH-TTKT to the heads of affiliated units and directors of social security agencies of provinces and centrally-run cities to urge and guide the implementation of the national database on citizen reception, settlement of complaints, denunciations, recommendations and reflections of individuals and organizations.
According to the Official Letter, in the past time, implementing Official Letter No. 805/BHXH-TTKT dated March 31, 2022 of the VSS on the implementation of the National Database on citizen reception, settlement of complaints and denunciations, and recommendations and reflections, in general, the affiliated units and social security agencies of provinces and centrally run cities (hereinafter referred to as provincial social security agencies) has initially deployed user accounts for officials assigned to perform citizen reception tasks, and to deal with complaints and denunciations, and recommendations and reflections. However, through monitoring, in some localities, the accounts have not been fully granted to the people in charge of handling complaints and denunciations, and recommendations and reflections at district-level professional departments and social security agencies, as data has not been entered or entered at slow speed.

Therefore, in order to ensure the efficiency and consistency in the implementation of the national database system on citizen reception, handling complaints and denunciations, and recommendations and reflections, the VSS, the heads of affiliated units and directors of the provincial social security agencies are required to do the following tasks.
Firstly, continue to implement and strictly follow the contents of Official Letter No. 805/BHXH-TTKT dated March 31, 2022 of the VSS, in which fully grants user accounts to the people in charge of citizen reception, and handling complaints and denunciations, and recommendations and reflections and the leaders in charge of the same tasks. The citizen reception data entry, application processing and complaint handling must be updated accurately and timely according to the provisions of law in the national database system.
Secondly, on the basis of the issued account, the person in charge of citizen reception, complaints and denunciations, and recommendations and reflections shall do the following tasks.
a) The use and management of user accounts on the National Database System must ensure safety and security. Accounts and passwords must not be provided to unrelated people in accordance with the law and the VSS in Decision No. 967/QD-BHXH dated June 20, 2017 promulgating the Regulation on ensuring information security in information technology application of the social insurance industry.
b) The data entry of citizen reception, application processing and handling complaints and denunciations, and recommendations and reflections shall be completed according to each operation and process, guided by the Government Inspector's document by following the link: https://kntc.thanhtra.gov.vn/tin-anh/huong-dan-su-dung.htm) based on the records, documents, and results of the case handled and noted by the units under the VSS, the provincial social security agencies regarding some of the following contents.
- Regarding the contents of the application for complaints and denunciations, and recommendations and reflections: enter the contents of the application according to the Form for export/Report or case settlement report (approved by competent people);
- Regarding the content of handling and settling applications of complaints and denunciations, and recommendations and reflections: summarize the results of settlement according to the contents of the decision on complaint settlement, the conclusion of the denunciation or the relevant written reply;
- Regarding the attached documents, ensure to show the results of handling and settling applications for complaints and denunciations, and recommendations and reflections in accordance with laws and regulations on information security.
Thirdly, heads of affiliated units and directors of provincial social security agencies shall take responsibility to the General Director for the accuracy of data updated on the National Database System; the exploitation of information on the National Database System must comply with the provisions of current laws on the use of information on the network; have the responsibility to protect State secrets and take responsibility for information about whistleblowers according to the provisions of the Law on Denunciations; in case there is any error in information and content entered on the National Database System, they shall promptly report it to the VSS (via the Inspectorate Department) to summarize and report to the Government Inspectorate for consideration and correction (if any).
The VSS General Director requested the heads of the affiliated units and the directors of the provincial social security agencies to strictly implement the above-mentioned contents. During the implementation process, if any difficulties or problems arise, they should be promptly reported to the VSS (via the Inspectorate Department) for consideration and settlement./.
