Connect and integrate social and health insurance information into chip-based ID cards

On February 17, in Hanoi, General To Lam - Politburo member, Minister of Public Security chaired a meeting of the Government's Working Group to implement the project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).
Lieutenant General To Van Hue - Head of the Police Department for Administrative Management of Social Order (C06) reported, since the Government Conference implemented the project (on January 18, 2022) until now, direction on the implementation of the project has been drastically implemented.
Specifically, on January 25 (ie the 23rd day of the Lunar New Year), the Government's Working Group had the first meeting session to deploy tasks and assign responsibilities. On January 28 (the 26th day of the Lunar New Year), Deputy Prime Minister Vu Duc Dam met with the Standing Committee and a number of ministries and branches. Later, on January 29 (27rd day of the Lunar New Year), Deputy Prime Minister Vu Duc Dam signed Official Dispatch No. 104/CD-TTg dated January 29, 2022 of the Prime Minister requesting ministries, sectors and localities to deploy a number of tasks on the project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period, with a vision to 2030. Public message sent to ministers, ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities, General Director of Vietnam Social Security (VSS) requested: Ministers, ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities shall urgently establish a Working Group, issue plans to implement the project and send it to the Government Office and the Ministry of Public Security for synthesis and monitoring; in particular, focus on implementing the assigned tasks in February and March 2022, without letting the Lunar New Year holiday affect the implementation progress.
The Ministry of Public Security has also issued plan No. 56/KH-BCA-C06 to implement the project according to the functions of the people's police force, in which, the implementation of project 06/CP is identified as one of the central tasks of the whole force; The Ministry has established a Steering Committee for implementation and promulgated operational regulations of the Steering Committee, assigning specific responsibilities to relevant units with the determination to show exemplary performance and take the lead in performing the tasks of the project.

As of February 16, 2022, the number of administrative procedures that have provided online public services on the National Public Service Portal is 3,523; the number of administrative procedures provided to citizens on the Public Service Portal is 1,956; the number of administrative procedures provided to businesses on the Public Service Portal is over 1,800. The number of records with synchronous processing status on the National Public Service Portal on February 16, 2022 alone was over 97 million, an increase of nearly 656 thousand compared to February 15. The number of online applications through the National Public Service Portal as of February 16 was nearly 2.8 million, an increase of over 20,000 compared to February 15.
Assessing the initial results of the implementation of online public service provision in the residential sector when the project was promulgated, Lieutenant General To Van Hue added, from July 1, 2021 to February 15, 2022, the total number of applications received is over 196 thousand. The total number of records returned to citizens is over 191 million, equivalent to 97.63% (of which: permanent residence registration - over 7800 records, temporary residence registration - over 4,300 records, temporary absence declaration - 502 records; notice of stay - 179,000 records). On average, 1,225 applications are received per day and 1,197 are processed. Since the approval of Project 06/QD-TTg, from January 6 to February 15, 2022, the total received dossiers were 60,487. In which, on average, 2,629 applications are received per day, and 2,538 applications are resolved.
Regarding the results of performing tasks related to providing public services according to the function of the Ministry of Public Security, up to now, 4 out of 11 services have been completed, including: confirming ID numbers after the citizen identification card is issued; re-issuing, changing the citizen identification card; declaring temporary absence; notice of stay. Along with that, it has integrated and is ready to collect fines on the National Public Service Portal with the collection of fines for handling road traffic violations through video recording devices.
Notably, the connection and integration of social and health insurance information into the chip-based ID cards and the VNEID application have been completed and tested.

However, the Ministry of Health does not provide any process or documents guiding the use of chip-based ID cards regarding medical care for the people. In addition, the proportion of people using public services in the field of residence and granting, managing citizen identification cards is not commensurate with the actual situation as they have not been provided with any knowledge or been propagated about the advantages and utilities of using the Public Service Portal; due to people's habits and the requirements of relevant units to present paper documents and procedures, the results of electronic environmental settlement have not yet been accepted. The Ministry of Public Security has coordinated with the Government office to study online payment solutions when performing public services. However, the refund for public services remains unattainable and has been facing difficulties.
At the meeting, Minister of Public Security To Lam stated that the utility from the national population database for society is huge. Every day, there are millions of transactions on the Portal, showing the urgent need to process documents online and reduce people's travel time.
According to Minister To Lam, although the advent of the chip-based ID cards has been the most accurate document proving the information and identity of the people, currently in the implementation of administrative procedures, many agencies and units still require people to authenticate and certify various types of documents, even in many cases where they are forced to authenticate and certify unreasonably. This is an issue that the authorities need to study and soon agree on to reduce the "certification" requirement, especially in the procedures where people regularly perform such as birth registration, household registration, marriage, etc.
In addition, the implementation of administrative procedures by exploiting utilities in the national database on population will reduce the need for direct contact between people and officials performing administrative procedures. Since then, it not only brings efficiency to both state agencies and people, but also limits the arising of negative problems when people have to directly meet with staff and officials performing administrative procedures.
Deploying the project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period under the direction of the Government, the Prime Minister, the Vietnam Social Security promulgated the Plan in Decision No. 123/QD-BHXH dated January 28, 2022 to implement Project 06; established a Working Group of Vietnam Social Security to implement the project in Decision No. 139/QD-BHXH dated February 15, 2022. At the same time, in order to ensure the progress of deploying the use of citizen identification, the application of national electronic identification (VNEID) to replace paper health insurance cards for medical care according to the project, from February 11, 2022, Vietnam Social Security cooperated with the Ministry of Public Security to authenticate citizen information (participating in health insurance) in the national database on population through ID card numbers to compare and synchronize ID numbers from the national database on population to the database of social insurance. Vietnam Social Security also cooperated with the Ministry of Public Security to share and review demographic information contained in the National Database on Insurance with the National Database on Population; provided and shared records of social and health insurance information for the national population database./.
