VSS: Ready for the pilot implementation of chip-based ID cards in medical treatment with health insurance

On March 1, 2022, Vietnam Social Security (VSS) issued Official Letter No. 533/BHXH-CSYT and sent to social security agencies of provinces and centrally-run cities, social security office of the Ministry of National Defense and the People's Public Security (collectively referred to as provincial social security offices) about the pilot implementation of using chip-based ID cards in medical treatment with health insurance.

Recently, the VSS has coordinated with the Ministry of Public Security to step by step synchronize national data on insurance with national data on population (shared about 33 million times of citizen information included in the insurance database with the national population database for authentication), developed technical solutions to ensure the lookup of information about health insurance cards via chip-based ID cards. Accordingly, the health insurance card information of many people has been integrated in the citizen identification data.
Implementing Decision No. 06/QD-TTg of the Prime Minister approving the project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period, with a vision to 2030, in order to create favorable conditions for people when going for medical care with health insurance, on February 28, 2022, the Ministry of Health issued Official Letter No. 931/BYT-BH on guiding the pilot implementation of medical care under health insurance with chip-based ID cards.
In order to effectively implement the pilot use of chip-based ID cards or via VNEID application (national electronic identification application of the Ministry of Public Security) in medical treatment with health insurance, the VSS has upgraded the software system of the Reception Gateway under the Health Insurance Assessment Information System of the Sector and is ready to respond to the provision of health insurance card information for medical facilities to look up information when people use the chip-based ID cards for medical treatment with health insurance.
In Official Letter No. 533/BHXH-CSYT, the General Director of VSS requested the social security agencies of provinces and cities to closely coordinate with the Department of Health and health establishments to implement Official Letter No. 931/BYT-BH of the Ministry of Health and guide the pilot implementation of this content with some specific contents as follows:
Firstly, widely communicate to health insurance participants about the implementation of chip-based ID cards when going for medical treatment on the mass media; announcements at locations in medical facilities so that people can easily access them.
Since the authentication of citizen information between the national database on population and the national database on insurance is being completed, it is important to note that patients who go to receive medical care for the first time should bring their health insurance cards with ID documents with photo or smartphone with integrated VssID application. In case the insured patient has performed medical treatment with health insurance using chip-based ID cards or VNEID application, he/she will only need to present ID cards or through VENID application the next time.
In case the ID card has not yet integrated the health insurance card data or the insured has not been granted a VNEID account, the patient with the health insurance card will perform the medical treatment according to the current health insurance medical treatment process (presenting health insurance cards and photo identification or use the health insurance card's image on the VssID app).
Secondly, notify and provide health care facilities with instructions on how to look up health insurance card information through the chip-based. Specifically:
- Search directly on the Data Receipt Portal of the Health Insurance Assessment Information System at https://gdbhyt.baohiemxahoi.gov.vn (scan barcode/enter directly).
- Look up using automatic lookup function (API).
Thirdly, timely support for health care facilities covered by health insurance and participants of health insurance in the process of using chip-based when going for medical treatment with health insurance; urge, inspect and monitor medical facilities so that there will be no cases of refusal of health care when people provide chip-based ID cards with their information synchronized between the national database of insurance and the national database of population.
Following the direction of the Prime Minister in Decision No. 06/QD-TTg, it can be seen that the cooperation between the Ministry of Public Security, the Ministry of Health and the VSS to pilot the use of chip-based ID cards for medical treatment with health insurance is a clear proof of moving towards modern administration, digital government, creating maximum conditions for holders of health insurance cards on medical treatment procedures with health insurance, without incurring any paperwork, and time to carry out medical procedures is minimized. Accordingly, when medical facilities actively and proactively implement this pilot work, it will bring practical benefits not only to patients but also to patient management of medical facilities./.
