Hanoi People’s Committee has issued the Plan No 30/KH-UBND on implementing the national action plan on the elders up to 2030 in Hanoi. The plan sets the goal that in the period 2022-2025, at least 50% of the elders get jobs if they have need and working capacity, vocational guidance, education and career transformation. The elders in the household need and are eligible for loaning capital for start-up, develop manufacture and business with preferential interest rate. In the period of 2026-2030, at least 70% of the elders get job if they have need and working capacity and is supported on vocational guidance, education and career transformation, etc.

In the period 2022-2025, Hanoi strives to gain more than 80% of the elders owning HI card; about 90% of elders get primary health care, periodical health examination, health monitoring; 100% of elders get medical treatment and taken care by their family and community. In the period 2026-2030, 100% of elders own HI card; about 90% elders get timely primary healthcare, periodical health examination, health record.

Hanoi sets the goal that 100% elders shall not live in temporary, dilapidated house in the period 2022-2025; 100% poor, nearly poor elders without care shall enjoy social support policies under regulation.

To create livelihood for the elders, Hanoi provides job support and career guidance for those who still have working capacity. At the same time, the elders shall receive the suitable pilot start-up model support and their family shall receive pilot livelihood model support, get incentives to loan capital with low interest rate to get job and increase income. Meanwhile, policies on social support to poor ealders shall be researched and Hanoi’s social support standard should be increased based on the city’s ability and budget.

In order to promote the elders’ health, Hanoi shall provide support such as: to deploy primary healthcare, periodical health examination; to create dossiers on health monitoring management records to elders in commune health station, to make incentives to elders of from 80 years old and shall gradually expand from 65 years old. Hanoi is developing Geriatric Department in provincial general hospitals; developing customer service officials net, consulting health care to elders at home and in community.

The important soulution implemented by Hanoi is to develop social support establishment net to take care and rehabilitate functions to the elders; help them to participate culture, sport and tourism activities. At the same time, technology, stools, documents shall be researched to support elders to use IT and propaganda, vocational education, manufacturing business to satisfy elders’  daily necesity, enhance their life quality.

In the past time, a lot of Hanoi’s districts have been promoting elders’ roles in propagating people to participate in voluntary social insurance, household-based health insurance. Based on reviewing pension list and monthly social insurance benefit, combining with residential group and local government, social security offices shall encourage some of local credential pensioners to propagandize social and health insurance. In some propaganda meetings, pensioners shared their own experience, told some stories, lively common case to help people understand that pension and health insurance card help elders with stable life, healthcare when being old.
