Hoa Binh Social Security asked to develop solutions to implement tasks in 2022

General Director of Vietnam Social Security (VSS) Nguyen The Manh on February 14 met with Hoa Binh Social Security on implementing the province’s social security tasks for 2022.
Reporting on the performance of VSS Hoa Binh during 2021 and the start of 2022, Nguyen Ngoc Son, Director of Hoa Binh Social Security said that in the last few years, the provincial social security agency paid attention to and focused on consulting the provincial Party Committee, People's Council, People's Committee, local authorities at all levels and relevant agencies in implementing social insurance and health insurance policies in the province.
Hoa Binh Social Security also regularly and actively followed directions by the provincial Party Committee, People's Council, Provincial People's Committee and Vietnam Social Security to deploy creative, flexible and appropriate solutions to respond to the COVID-19 pandemic.
The provincial social insurance agency completed and exceeded the revenue target, developed the participants in social insurance, health insurance and unemployment insurance, and properly resolved regimes for participants as well as supported people and businesses who faced difficulties due to COVID-19.
VSS Hoa Binh also controlled, managed and used social insurance, unemployment insurance and health insurance funds safely, sustainably and effectively.
VSS Hoa Binh also made breakthroughs in the reform of administrative procedures, application of IT, and digital transformation, bringing positive effects to people and businesses.
The organisational structure of the provincial social insurance agency was consolidated flexibly, efficiently and professionally.
In 2021, Hoa Binh Social Security was one of the top nine provincial insurance agencies in Việt Nam in terms of implementing the digital VssID-BHXH application. A total of 120,372 people submitted VssID registration documents, of those, 116,531 registrations have been approved, nearly 90,000 VssID accounts logged into VssID, reaching 122.30 per cent of the assigned plan.
Son said that the provincial social insurance agency always prioritised communication activities to promote social insurance and health insurance policies.
The agency implemented innovations, diversifying approaches to different social insurance and health insurance participants in different areas. It effectively implemented policies to support employees and employers facing difficulties due to the COVID-19 pandemic according to Resolution No 68/NQ-CP; Resolution No 116/NQ-CP of the Government; Decision No 23/2021/QD-TTg; and No 28/2021/QD-TTg of the Prime Minister.
By the end of 2021, the province has 78,200 people participating in compulsory social insurance, reaching 101.2 per cent of the target; 14,112 people participating in voluntary social insurance, reaching 100.4 per cent of the target; 69,083 unemployment insurance participants, reaching 102.3 per cent of the planned target.
Last year, 824,119 people in the province participated in health insurance, meeting the planned target.
The health insurance coverage rate was 95.19 per cent of the population. The revenue from social insurance, health insurance and unemployment insurance totalled VND2,116,275 million, reaching 100.3 per cent of the plan assigned by Vietnam Social Security.
In 2021, the provincial social insurance agency conducted specialised inspections at 28 units, irregular inspections at 40 units, inspections and inter-sectoral inspections of one unit, and examined 43 units.
On the Lunar New Year of the Tiger in 2022, the agency implemented tasks, visited and gave 40 gifts to families and people in difficult circumstances in Da Phuc Commune, Yen Thuy District.
The agency also collaborated with the Provincial General Hospital and Health Centers in Hoa Binh City and districts to organise the program "Giving health insurance cards, bringing a warm New Year to the poor". They gave 105 gifts to patients in difficult circumstances and gave 30 health insurance cards to people in difficult circumstances without health insurance cards in Quang Tien Commune, Hoa Binh City, Son reported.
At the meeting, VSS General Director Nguyen The Manh listened to staff from departments and social insurance agencies of districts on the communication, collection and development of participants of social insurance and health insurance, as well as the assessment, inspection and settlement of regulations.
Representatives of the departments of Hoa Binh Social Security also made specific proposals and recommendations. In particular, it is proposed to continue to study and propose to amend and supplement the Law on Social Insurance in the direction of expanding social insurance participants, such as supplementing the level of support from the State for participants in voluntary social insurance and household health insurance to better attract participants who are farmers and workers in the informal sector, as well as people with low incomes or those from near-poor households.
At the meeting, leaders of departments and boards under the Vietnam Social Insurance also answered questions, made recommendations and solutions to implement specialised tasks at Hoa Binh Social Security.

Speaking at the conclusion of the meeting, the VSS General Director Manh praised and appreciated the efforts made by staff and employees of Hoa Binh Social Security.
“2021 was a very difficult year due to the pandemic, strongly affecting socio-economic development indicators. However, Hoa Binh Social Security made efforts and completed the assigned targets and tasks,” Manh said.
He asked for further efforts to be made this year.
General Director Nguyen The Manh requested VSS Hoa Binh to continue to strengthen and improve the quality of health insurance assessment, to basically ensure the cost estimate for medical treatment and treatment with health insurance. He also asked for further reform of administrative procedures and digital transformation in line with the orientation of the Vietnam Social Security to create convenience for units, enterprises and people./.
