Ensuring 100% of poor and near-poor households to be supported to participate in health insurance

The Prime Minister has just issued Decision 90/QD-TTg approving the National Targeted Program for Poverty Reduction in the 2021-2025 period with the goal of sustainable and multidimensional poverty reduction.

According to the report of the Ministry of Labour, Invalids and Social Affairs, the total capital to implement the National Targeted Program for Sustainable Poverty Reduction in the 2021-2025 period is at least VND 75,000 billion. Central budget capital accounts for 64% (equivalent to 48,000 billion VND); local budget capital accounts for nearly 12,700 billion VND, and the rest is mobilized from other legal resources. The objective of the Program is that the percentage of poor households according to the multidimensional poverty line remains at a reduction of 1-1.5%/year; the rate of poor households of ethnic minorities decreases by over 3%/year; to strive for 30% of poor districts; 30% of communes with special conditions, inland areas, coastal areas and islands to escape from poverty and extreme conditions; the rate of poor households in poor districts decreases by 4-5%/year.

Sharing with the press, Mr. To Duc - Chief of the National Office for Poverty Reduction (MOLISA) said that the National Targeted Program for Sustainable Poverty Reduction in the 2021-2025 period is crucial and urgent. As the National Targeted Program on Sustainable Poverty Reduction in the 2016-2020 period remained limited when many poor districts, communes in the coastal areas and islands have not yet escaped the precarious situation. These localities are "core poor", with difficult terrain, socio-economic and infrastructure difficulties, especially the high poverty rate. Some places have a poverty rate of over 40%, such as Muong Nhe district (Dien Bien), Ky Son district (Nghe An) or Dong Van district (Ha Giang), etc. “Poverty reduction results remained unsustainable in some localities; the rate of falling back into poverty, the rate of poor households arising remained high due to natural disasters, floods, epidemics and illnesses. In addition, the majority of poor households, near-poor households, and newly escaped from poverty households living in rural areas with unsustainable livelihoods and incomes; lacking professional skills, etc.” - Mr. Duc affirmed.

According to the assessment, the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, together with the system of poverty reduction and social security policies, contributes to solving the shortage of basic social services. Specifically, in terms of job shortage, it will ensure that 100% of employees from poor households, near-poor households, and households just getting out of poverty have the need for support in connection, counseling, career orientation, and market information. employment and job search assistance. There are at least 100,000 employees from poor households, near-poor households, newly escaped from poverty households, poor areas, and difficult areas that are supported to successfully connect to jobs. There are at least 9,500 employees from poor districts and communes with special conditions in coastal areas and islands receiving training support; in which, 5,700 laborers are working abroad under contract (at least 80% of households with people working abroad will escape poverty); to support 1,200 employees to participate in vocational training courses, improve foreign language skills before going to work abroad according to agreements signed between the Government of Vietnam and the Government of the receiving country.

The medical shortage dimension ensures that 100% of the poor and near-poor households are supported to participate in health insurance; to reduce the rate of malnutrition and stunting of children under 16 years old in poor districts and communes in lowland areas, coastal areas and islands to less than 34%./.
