VSS achieves valuable results and advances in IT application

This is the assessment of National Assembly (NA) Chairman Vuong Dinh Hue at the group discussion session, in the second session of the 15th National Assembly on the implementation of policies, social insurance regimes, management and use of social insurance funds in 2020.

NA Chairman Vuong Dinh Hue said that currently, in terms of IT application, Vietnam's social insurance industry has basically provided public services in the fields of social, unemployment and health insurance at level 4. Dossier levels, procedures, contributions and payment have been done in cyberspace, which is remarkable while e-commerce in our country has just reached level 3.

NA Chairman Vuong Dinh Hue highly appreciated the successful establishment and launch of VssID - the digital social insurance application on smartphones by VSS since the end of 2020. Since its launch, the application has been continuously improved and upgraded with many features and utilities to flexibly serve the essential needs of participants of social, health and unemployment insurance such as: Information, payment and benefits. “Currently, over 20 million people have installed and used this application nationwide. This is a progress," said NA Chairman Vuong Dinh Hue.

Those results are obtained from the IT application platform of the VSS that has been deployed for many years. The VSS has always determined that administrative procedure reform and IT application are the most important tasks in order to meet the requirements of organization and implementation of social and health insurance policies in the new situation. Accordingly, over the years, VSS has strongly implemented IT applications, built professional software that covers most of the industry's activities.

The process of IT application at the VSS goes through 3 stages. Before 2012, the industry's operations were performed manually on paper documents. In the period 2012 - 2016, IT in processes and operations began to be deployed and applied. However, at this stage, the Sector's database is distributed and managed at the provincial level, so the efficiency is not high. Since 2016, the VSS has fundamentally innovated in IT application, built an overall architecture, connected data in the whole sector on social and health insurance which is centrally managed; together with the promotion of administrative procedure reform being a breakthrough when the industry's administrative procedures have been reduced from 250 to only 25. The electronic assessment system connects to nearly 12,000 medical facilities across the country, helping to serve about 180 million visits of health insurance patients annually; provided level 3 and 4 public services on the internet platform to help participants make payment transactions at home. The customer care system is renewed and modernized with many channels in consulting and supporting participants such as: Call center system; 

autoresponder (chatbot); Facebook fan page; Satisfaction assessment service of participants of social insurance, health insurance, etc.

IT application and digital transformation have always been paid special attention to and directed by the leaders of the VSS to better serve participants.

On the basis of IT application, the social security industry has been perfecting the 4.0 ecosystem to serve people and businesses with the following services: Messages (SMS); online payment; Social insurance application on mobile devices; Chatbot system to support customers (reply to social and health insurance policies automatically by artificial intelligence, increase interaction with participants, provide information on payment, entitlement to social and health insurance and estimate the benefit level to better serve the people); analyzing and exploiting a huge amount of data of the Industry on BIGDATA; setting up a communication fan page on the social network system; providing all public services at level 4.

Currently, implementing Decree No. 43/2021/ND-CP and the E-Government Development Strategy towards the Digital Government in the 2021-2025 period, the VSS is continuing to improve the industry database and National Insurance Database to create foundation for digital transformation; continue to restructure administrative procedures and public services in line with the trend of digital transformation; deploy 100% of public services on the VssID application; optimize the user experience on the application and the Public Service Portal of the Industry; fully digitize the results of administrative procedures; continue to expand the open data portfolio to develop Digital Government; continue to complete the Public Service Portal according to the new e-Government architecture; research and open 24/7 consulting and support call centers; upgrade and expand the ability to direct and operate; continue to research and apply artificial intelligence in data analysis and processing, etc. Besides, the Industry will also pay special attention to information security and safety when the industry's database is getting bigger and essential for every citizen and worker.
