NA highly appreciates the development of voluntary social-insurance participants

National Assembly (NA) deputies highly appreciated the development of voluntary social-insurance participants during the COVID-19 pandemic after they listened to the Government’s report on the implementation of social-insurance policies as well as the use of social insurance fund in 2020 during the NA’s afternoon working session on October 22.

Under the report, the number of people participating in voluntary social insurance reached 1,125,236 in 2020, an increase of more than two times compared to 2019.

Head of the NA’s Committee for Social Affairs Nguyen Thuy Anh said the number of people participating in voluntary social insurance in 2020 reached 2.31 per cent of the labour force, far beyond the targeted goal set for the year of 2020 under the Resolution No 28-NQ/TW that was issued on May 23, 2018.

“This is believed to be thanks to the great effort of the Government, the Ministry of Labour, Invalids and Social Affairs and Viet Nam Social Security while the pandemic has had a negative impact on socio-economic developments,” she said.

Also at the session, NA deputy Dao Ngoc Dung, Minister of Labour, Invalids and Social Affairs, said the voluntary social-insurance policies had obtained remarkable achievements.

The country only had 250,000 voluntary social-insurance participants between 2008 and 2018, he said.

The number was calculated to be approximately 1.3 million voluntary social-insurance participants so far, he added.

It meant that the number of participants during the past two years was several times higher than in the past decade, he said.

“It is one of the good signals,” Dung said.

The Government, the labour ministry and Viet Nam Social Security were assessed to be very proactive in amending and promulgating legal documents and guidelines to strengthen the implementation of voluntary social-insurance policies so that the procedures became simpler and more convenient to better serve all classes of people over the past two years.

Dissemination plays key role

The results showed that the agency’s dissemination to encourage people to participate in social insurance was on the right track, NA deputies said.
