On the afternoon of October 22, continuing the Working Program of the 2nd Session of the 15th National Assembly (NA), after working in the Hall, the NA conducted a discussion at the Group on the implementation of policies, social insurance regimes, management and use the Social Insurance Fund in 2020; The management and use of the Health Insurance Fund in 2020 and the implementation of Resolution No. 68/2013/QH13.

Group 6 includes NA deputies at the central level, full-time NA deputies belonging to 7 delegations of NA deputies of the provinces: Ha Giang, Phu Tho, Thai Binh, Quang Tri, Dak Lak; Dong Thap and Hau Giang. Discussing the implementation of social insurance policies, regimes, management and use of the Social Insurance Fund in 2020, the delegates focused on giving opinions: On the promulgation of legal documents and implementation organization; Inspection and examination; Target development and implementation of social and unemployment insurance policies and regimes; Status of balance of funds; The investment of funds; etc.

Agreeing with the Government's report as well as the report of the verification agency, deputy Nguyen Hai Anh of the Delegation of the NA of Dong Thap province said that the development of social insurance participants reached 95.71% of the set target; expected to achieve the plan set out in Resolution No. 28-NQ/TW on reforming social insurance policy is a remarkable result. However, besides the results achieved, Nguyen Hai Anh expressed concern about the implementation of the one-time social insurance policy. According to the deputies, the number of people enjoying one-time social insurance has increased faster than the previous year, if this number continues to increase, it will affect the sustainability of the social insurance fund. In addition, the number of debts and late payment of social insurance contributions may continue to increase in 2021 and the following years, which also requires the Government to have timely solutions to remove them.

Commenting on the inspection and examination, deputy Ngo Trung Thanh of the Delegation of the NA of Dak Lak province said that the implementation of the decision to handle administrative violations in the whole period was still low, only 25.2% were withdrawn of the total amount to be recovered; In a few localities, there is still inflexibility in applying measures to limit the abuse and profiteering of funds. To overcome this limitation, the deputy suggested that the Government direct ministries, branches and localities to strengthen the inspection and examination of the implementation of social insurance policies, and have effective solutions to minimize the situation of failing to comply or not fully complying with the law on social insurance, especially paying attention to the implementation of recommendations of the NA and the NA Standing Committee.

Speaking at the discussion session, National Assembly Vice Chairman Nguyen Khac Dinh said that for the first time, the content of the implementation of social and health insurance regimes and policies, etc., was included in the discussion of the group and the hall. This shows the interest of the 15th National Assembly in this field. “Our Party and State consider social and health insurance to be an important part of ensuring social security, having great socio-political and humanistic significance, and the results achieved in recent years have been reflected in the Government's report as well as the report of the verifying agency are insightful and specific, etc.”, emphasized the NA Vice Chairman

Regarding health insurance, the NA Vice Chairman said that outstanding progress has been achieved. Appreciating the Government's initiative on the form of household-based health insurance, the NA Vice Chairman noted that it is necessary to continue to strongly develop this form. Dinh also suggested to record the following content in the Resolution of the NA this period: Summary of the implementation of Resolution 68/2013/QH13; Expeditiously study and submit the amended draft Law on Health Insurance and the amended Law on Medical Examination and Treatment.

Also at the discussion session, the deputies also gave opinions on the results of the implementation of Resolution No. 68/2013/QH13 of the NA in 2019 and 2020; Results of management and use of the health insurance fund 2020. In this regard, the deputies focused on discussing four issues: (1) The development of health insurance participants, including solutions to increase health insurance coverage for the target household-based group; (2) Central and local responsibilities in ensuring grassroots health capacity; solutions to soon complete investment in upgrading commune health stations; (3) Difficulties and challenges for public health facilities when implementing the financial autonomy mechanism, the roadmap for correct and adequate calculation of medical service prices; (4) Advantages, difficulties and obstacles in medical treatment covered by health insurance, including treatment for COVID-19 patients; health insurance payment and assessment.

Some suggested that the Government should pay attention to allocate the budget for health care to invest in grassroots health care; especially health stations in areas with difficult and extremely difficult socio-economic conditions; Promote the application of information technology in hospital management and management of medical treatment covered by health insurance; Strengthen inspection and examination of the implementation of policies and laws on health insurance; strictly handle violations./.
