Social insurance registration procedure will be integrated into business registration procedure

On the morning of January 6, 2020, the Government Office held a meeting with relevant ministries and agencies on solutions to improve business start-up index according to the World Bank's business environment assessment (WB). Attending the meeting were representatives of Ministry of Planning and Investment, Ministry of Finance, Ministry of Labor - Invalids and Social Affairs, Vietnam Social Security and representatives of WB.

At the meeting, Minister and Chairman of the Government Office Mai Tien Dung reiterated the Prime Minister's request and the spirit of direction in drastic reform, especially in the business environment and improve national competitiveness. According to the latest ranking of the World Bank, Vietnam's business environment has increased, but it has dropped 1 rank, ranked 70 in the world and 5th in ASEAN. In particular, the start-up index of Vietnam ranked 115/190 in the economy, down 11 places compared to 2018 with 8 procedures to be performed. Resolution 02 of 2020 of the Government aims to upgrade this index to 10- 15 levels this year.

Representatives of agencies also expressed their support for data connectiom and integration. Particularly, the representative of the Ministry of Labor, War Invalids and Social Affairs explained that the declaration of labor is not a procedure as judged by the World Bank, but enterprises only have to send a report to the labor management agency.

In this regard, the representative of the Ministry of Labor, War Invalids and Social Affairs agreed that this declaration would be considered a dossier component right from the date of business registration. The founder of the business will provide information to the business registration agency, not having to provide information to the labor management agency. At the same time, Vietnam Social Security also agreed to integrate social insurance registration procedures into business registration procedures. The representative of the World Bank proposed to cancel the account registration procedure because in the current context, businesses are supposed to do it, but if it is mandatory, it will be counted as a procedure by the World Bank.

Concluding the meeting, Minister Mai Tien Dung emphasized the determination to work with agencies to reduce the number of procedures for starting a business from 8 to 4, integrating procedures, reducing time and costs for enterprise. The spirit of the meeting is very unanimous in recognizing the gaps and reform directions. The Government Office will have a general report and is expected to submit to the Prime Minister a decision on business start-up procedures to resolve shortcomings. At the same time, submit to the competent authorities to urgently amend related regulations such as data link, digital signature costs, etc. What is complicated for businesses will have to change./.
