100% of the electronic documents on the National Axial Link must be digitally signed

Deputy Prime Minister Vu Duc Dam has just provided guidance on sending and receiving electronic documents between agencies in the state administrative system.

Specifically, the Deputy Prime Minister asked ministries, branches and localities to seriously implement the Prime Minister's direction in Directive No. 02/CT-TTg dated January 23, 2019 on increasing the use of specialized digital signatures of the Government in activities of state agencies at all levels.

100% of electronic documents sent and received on the National Axial Link must be integrated with digital signatures and authenticated in accordance with the Circular No. 41/2017/TT-BTTTT dated December 19, 2017 by the Ministry of Information and communication; full content attached; comply with the regulations on the time of sending and receiving documents; fully updated information content, ensuring the correct format of electronic documents as prescribed; send electronic documents properly.

Ministers, heads of ministerial-level agencies, government-attached agencies, presidents of People's Committees of exemplary central-affiliated cities and provinces in the use of personal digital signatures to approve dossiers and electronic documents and handling work on network environment, completed before June 2020.

Ministries, branches and localities will manage to connect document management and administration software (ICM & University) at all levels, completing the connection in June 2020. Promptly issue and amend the regulation on receipt, processing, issuance and management of documents in accordance with regulations before February 2020.

Electronic documents must not be sent along with paper documents for the categories in the list agreed with the Government Office, ministries, branches and localities, applicable from February 1, 2020.

The Deputy Prime Minister also directed the Government Cipher Committee (Ministry of Defense) to preside and coordinate with ministries, branches and localities to deploy the full allocation of digital certificates under the Prime Minister's direction in Directive No. 02/CT -TTg January 23, 2019. It is essential to study the plan and application of information technology in the registration and change of digital signatures in a scientific way, shortening the time to change digital signatures./.
