Actively building database to create foundation for e-Government

According to a report by the Ministry of Information and Communications, ministries, sectors and localities have actively implemented assigned tasks and gained positive results. The building of databases and connections for data sharing has been promoted.

Regarding the database on insurance, the Ministry of Information and Communications on November 21, 2019, coordinated with the Ministry of Justice and the Vietnam Social Security to organise a ceremony to launch a Social Insurance Database which is connected to the system of civil status registration and management via the Interconnection Information System from the local to the central level. After one month implementing the interconnection of data among 13 cities and provinces on a trial basis, more than 15,000 children were granted with birth certificates and health insurance cards. As scheduled, registration services for birth certificates and health insurance cards for children under six years old will be interconnected among all localities by the end of 2019.  

Regarding the National Land Database, the Minister of Information and Communications Nguyen Manh Hung worked with the Minister of Natural Resources and Environment Tran Hong Ha to find ways to tackle difficulties in implementing the national land database. In early 2020, the Ministry of Natural Resources and Environment plans to publicise and guide localities to use the Land Management Software to help localities actively implement their own land databases and connect with the national land database. On November 22, the Ministry of Natural Resources and Environment decided to establish the Consultation Council on Information Technology Application in Land Management which is chaired by the Minister of Natural Resources and Environment.

Regarding the National Population Database, the Ministry of Public Security has collected over 75 million data sheets from 55 provinces and cities.

Regarding the civil status registration and management information system and the national electronic civil status database, as of November 18, 2019, the national electronic civil status database has been gradually established and synchronised in 59 out of 63 localities at the central level. It is estimated that in the fourth quarter of 2019, the civil status registration and management information system and the national electronic civil status database will continue to be expanded and officially implemented in Thai Nguyen Province, raising the total number of implementing localities to 60. Three localities that have not yet implemented the project are Quang Ngai, Lam Dong and Bac Lieu.

Regarding the database of the education and training sector, the Ministry of Education and Training has completed and updated its education database of nearly 53,000 schools.  

Regarding improving capacity and service quality and expansion of the specialised data transmission network (called TSLCD) used by State and Party agencies, at present, the network is connected to 100 per cent of central-level ministries, sectors and cities; 93.4 per cent of districts and communes; and 100 per cent of State corporations. In order to increase the efficiency of the use of the network, the Minister of Information and Telecommunications on November 5 issued a new Circular to adjust and supplement old circulars on managing, operating, connecting, using and ensuring information security on the TSLCD network by State and Party agencies./.
