The new monthly social assistance is VND90,000 ($4) higher than the previous monthly social assistance.

The decree, which comes into effect from July 1, said the standard level of social assistance is the basis to determine the level of social allowance, the level of financial support in the social-assistance establishments and other levels of social assistance.

Authorised agencies are allowed to consider and adjust the level of social assistance depending on the State budget, the consumer price growth and the living situation of people under social protection, the decree said.

The decree also provides three basic principles on social assistance policies. The first principle is that policies on social assistance are implemented fairly, openly and transparently, supporting beneficiaries following the level of difficulty and priority in the place where they live.

The second principle is that social assistance policies will be adjusted according to the country's economic conditions and the minimum living standards of the population in each period.

The third principle is that the State encourages and creates favourable conditions for organisations and individuals to nurture, take care of and assist the beneficiaries./.
