The Resolution stated that, with the determination to successfully accomplish the tasks and objectives of the Socio-Economic Development Plan and State Budget Estimation in 2020, contributing to the completion of the 5-year socio-economic development plan in 2016-2020 and the 10-year Strategy for 2011-2020, the Government defines the motto of action in 2020 as "Discipline, integrity, action, responsibility, creativity and efficiency" with 06 focus points, operates as follows:

First, to continue perfecting the socialist-oriented market economy institution, opening up resources, creating a fair, open and favorable investment and business environment; improve the quality of law construction in association with raising the effectiveness and efficiency of the direction and administration.

Second, focus on macroeconomic stability; control inflation; improve productivity, quality, efficiency, competitiveness, internal capacity and autonomy of the economy. Accelerating the restructuring of the economy associated with renewing the growth model more essentially, effectively; speeding up the implementation of important national projects and key projects; promoting the role of key economic regions and big cities.

Third, rapid and sustainable economic development, more substantially associated with cultural and social development, environmental protection, improvement of the people's material and spiritual life. Development, training and retraining of high-quality human resources associated with the development of science, technology and innovation. Strengthen the management of land, natural resources, environmental protection, prevention and control of natural disasters, epidemics and response to climate change.

Fourth, strictly implement the organizational structure, streamlining the payroll; administrative reform. Strengthen discipline; drastically prevent corruption, waste, negativity.

Fifth, consolidate national defense and security, improve the effectiveness of foreign affairs activities and international integration; maintain independence, sovereignty, territorial integrity and a peaceful and stable environment for development; improve national prestige and position in the international arena. Deploy and organize the effective implementation of free trade agreements to which Vietnam is a member; fulfill the role of ASEAN Chair in 2020, Chair of AIPA 41, non-permanent member of the United Nations Security Council for the term of 2020-2021.

Sixth, it is also important to proactively implement the work of information and communication, create social consensus, spread the desire to build a strong Vietnam; closely coordinate among agencies, organizations, Fatherland Front Committees, mass organizations at all levels; promote the spirit of patriotic emulation and innovation in all branches and levels; well organize big events and celebrations of the country.
