The directive states that digital transformation opens great opportunities for Viet Nam to make a breakthrough in development, quickly catching up with developing countries which have just started the digital transformation process. Therefore, developing businesses applying, transferring, researching and producing products, platforms and solutions based on digital technology to promote innovation plays an important role in realising the opportunities and potential of digital transformation in all areas of life.

Four types of digital businesses must be prioritised: (i) Big commercial and service enterprises and corporations in socio-economic fields shifting their operations to digital technology and core technology research and investment; (ii) Information technology enterprises undertaking pioneering missions in researching, developing and mastering digital technology and are proactive in production; (iii) Start-ups applying digital technology to create new products and services in sectors and socio-economic fields; and (iv) Innovative start-ups in digital technology.

The Prime Minister asks corporations and big businesses with potential in human resources and finance to invest in researching, developing and mastering core technology, building common digital platforms and developing the digital ecosystem for the technology business community of Viet Nam; researching, developing and producing key national digital technological products; pioneering in digital transformation activities and guiding the Vietnamese business community in the process; enhancing research from universities and research establishments to create digital solutions for businesses.

Manufacturing and assembly businesses in the fields of information technology, electronics and telecommunication should shift production and business strategies to proactive research, development and supply of digital products.  

Technology and innovative start-ups proactively use Vietnamese digital platforms and solutions, supply digital solutions for equal development among economic sectors in both urban and rural areas, bringing digital technology to every corner of life and every socio-economic field. Businesses will actively participate in the formation of the fund for the development of digital technology businesses in Viet Nam.

The Prime Minister asks Vietnam Television, the Voice of Viet Nam and the Vietnam News Agency, as well as other news agencies and the press, to work with relevant ministries, agencies, sectors and localities to disseminate information about the role and policies regarding Vietnamese digital technology businesses./.
