Apart from cases with the state budget’s whole support in health insurance contributions, there are cases that are partly assisted by the State. So what is the specific aid level? Is it fixed or adjusted when the health insurance contribution changes?

According to the Government’s Decree No.146/2018/ND-CP dated October 17, 2018 detailing and guiding measures to enforce some articles of the Law on Health Insurance, since the effective date of the Decree on December 1, 2018, the level of assistance from the state budget for some subjects is as follows:

- Supporting the whole health insurance contribution for near-poor households living in poor districts under the Government’s Resolution No.30a/2008/NQ-CP dated December 27, 2008 on the support programme on rapid and sustainable poverty reduction. Districts are allowed to adopt mechanisms and policies under Resolution No.30a/2008/NQ-CP;

- Supporting at least 70 percent of the contribution for those specified in Clauses 1 and 2, Article 4 of the Decree;

- Supporting at least 30 percent of the contribution for those specified in Clauses 3 and 4, Article 4 of the Decree.

Article 10 of the Decree No.146 also stipulates the payment and support for a number of people when the state adjusts health insurance contribution and basic salary levels. Accordingly,

1. For those defined in Article 4 of the Decree that are wholly supported by the state budget:

The amount of monthly state budget contribution is determined by the health insurance contribution multiplied by the basic salary. When the State adjusts the level of health insurance contribution and basic salary, the amount of the state budget contribution is adjusted from the date of applying the new health insurance contribution and basic salary.

The amount of health insurance contribution for children under 6 years old is calculated from the date of birth to the date of 72 months of age. In case children are Vietnamese born abroad, the amount of health insurance contribution is calculated from the date of their arrival in Vietnam in line with the law.

2. For those that are partially supported by the state budget as prescribed in Clauses 3 and 4, Article 4 of the Decree:

a) The participants’ contributions and monthly state budget support are determined by the health insurance contribution multiplied by the basic salary of participants at the time of paying health insurance contribution;

b) When the State adjusts health insurance contribution or the basic salary level, participants and the state budget do not have to pay additional contributions or reimburse the difference due to the adjustment of health insurance contribution and basic salary level for the remaining time that participants have paid health insurance.

3. For health insurance participants according to family based defined in Article 5 of the Decree:

a) The monthly contribution of participants is determined by the health insurance contribution multiplied by the basic salary at the time of health insurance payment;

b) When the State adjusts health insurance contribution and basic salary level, participants do not have to pay additional contributions or reimburse the difference due to the adjustment of health insurance contribution and basic salary levels for the remaining time that participants paid health insurance./.
