2023 to be a breakthrough year for Vietnam Social Security

In 2022, Vietnam Social Security (VSS) industry achieved numerous important and comprehensive results in which the development targets of participants, the collection and reduction of debts all met and exceeded the assigned targets. In 2023, Vietnam Social Security continues to set higher goals in these areas.

By the end of 2022, nationwide, the coverage of social, health and unemployment insurance has expanded and exceeded the targets set out in Resolution No. 01/NQ-CP of the Government with about 91.1 million people participating in health insurance, reaching a coverage rate of 92.04% of the population, an increase of more than 2.2 million people compared to 2021 and is one of 7 socio-economic targets assigned by the National Assembly and the Government to exceed the plan. About 17.5 million people participate in social insurance, accounting for 38.08% of the labor force in the age group; about 14.3 million people participate in unemployment insurance, accounting for 31.18% of the labor force in the age group. The amount of late payment of social, health and unemployment insurance premiums subject to interest only accounted for 2.91% of the receivables - the lowest ratio of late payment to receivables from 2016 onwards (6% in 2016).

The VSS has achieved significantly positive results in the context of difficulties and challenges due to the impact of the Covid-19 pandemic and policy changes that have affected about 4.9 million people without the support to participate in health insurance compared to the end of 2021.

These results are achieved because the VSS industry has always been proactive and closely followed the Resolutions of the Party, National Assembly and Government; the direction of Government Leaders; closely coordinated with ministries, branches and localities to flexibly deploy many solutions, including actively coordinating with ministries and branches in formulating and amending important bills related to the implementation present regimes and policies of social, health and unemployment insurance.

With the premise achieved in 2022, in 2023, social insurance aims to reach about 40.2% of the workforce in the age group participating in social insurance; about 31.7% of the workforce in the age group participates in unemployment insurance and about 93.2% of the population participates in health insurance; to achieve and exceed the assigned revenue; also, to reduce the rate of outstanding debt, late payment of social, health and unemployment insurance premiums to below 2.91%...

These are very high goals of the VSS, set in the forecasted context. In 2023, the world and domestic situation still face difficulties and challenges; the epidemic and climate change continue to develop abnormally, affecting all aspects of socio-economic life and affecting the implementation of regimes and policies on social, health and unemployment insurance to ensure social security of the industry.

Therefore, at the Conference on implementing tasks in 2023 of Vietnam's social insurance industry, General Director Nguyen The Manh assessed and requested that, in order to achieve this goal, the whole industry must continue to innovate methods of operation, especially the enhancement of IT application and digital transformation to improve the quality and effectiveness of policy implementation in the new situation, improve service quality for participants and beneficiaries of social and health insurance. In particular, it is necessary to focus on implementing 8 key groups of solutions, as follows:

First, closely follow the direction of the Party, National Assembly and Government, and promptly concretize them into goals, tasks and solutions for implementation throughout the sector.

Second, grasp and evaluate obstacles in implementation practice, and from there, closely coordinate with sectors and levels to propose amendments and supplements to policies and laws accordingly.

Third, closely coordinate with ministries and branches; Party committees, local authorities and socio-political organizations shall well implement policies and laws on social, health and unemployment insurance.

Fourth, further innovate the content, form and method of communication so that people can best access all information about social, health and unemployment insurance.

Fifth, synchronously deploy solutions to develop participants; ensure timely and full settlement and payment of social, unemployment and health insurance benefits; focus on urging collection and debt reduction; strengthen inspection and unscheduled inspection; promptly handle violations.

Sixth, exploit and bring into full play the efficiency of the information technology system and database of the industry to check and prevent fraud and profiteering; synchronously implement measures to manage funds safely, sustainably and effectively.

Seventh, continue to review and simplify administrative procedures; expand the forms of providing online public services at level 4 of the industry; accelerate digital transformation; complete and connect specialized data systems on social and health insurance with ministries and branches; continue to connect and effectively communicate with national insurance databases; etc.

Eighth, continue to consolidate and streamline the organizational apparatus; improve the quality of the team; promote the role and responsibility of the leader.

Manh believes that, with determination, efforts, solidarity and creativity, the entire VSS industry will successfully complete the set targets and 2023 will continue to be a breakthrough year for the industry, in order to serve participants and beneficiaries of social, health and unemployment insurance better and better.
