Following the recent programme launched by Vietnam Social Security (VSS) Director General Nguyen The Manh to present social insurance books and health insurance cards to disadvantaged people, the VSS has issued a document to ask its units and social insurance agencies of localities to take some measures to continue taking care of and ensuring benefits for social insurance, unemployment insurance and health insurance participants on the occasion of the upcoming New Year and Tet (Lunar New Year) holidays.

Accordingly, the VSS Director General asked heads of VSS units and directors of social insurance agencies of localities, districts and communes, to proactively follow directions from the social insurance sector’s leaders and authorities of localities to actively implement assigned tasks during the New Year and Tet holidays with the motto of taking people and enterprises as the centre of services.

They are instructed to mobilise all available forces and enhance online transactions to accelerate the handling of social insurance, health insurance and unemployment insurance policies for participants; promote the advantages of the information technology data system; continue administrative reform; and ensure benefits for social insurance, health insurance and unemployment insurance participants.

VSS Director General Manh asked social insurance agencies of localities to focus on implementing assigned tasks to not affect the life of people and production activities of businesses such as assigning officers on duty to receive and deal with dossiers both online and offline in a timely manner and fully pay for social insurance policies relating to sick leave, pregnancy or unemployment; granting, renewing or extending health insurance cards for people in a timely manner; fully paying for medical examination and treatment from the health insurance fund in line with regulations; and closely coordinating with medical establishments to ensure enough medicine, chemicals and materials to serve the health examination and treatment covered by the health insurance.

In order to create conditions for those receiving retirement pensions and monthly social insurance allowance to enjoy Tet, social insurance agencies of localities are required to coordinate with post offices to pay for retirement pensions and social insurance allowance for January and February of 2023 for the beneficiaries at the same time in January.

The VSS Director General also assigned tasks for each unit during the Tet holidays to ensure the quality, progress and efficiency of their services to not affect the benefits and interests of people and businesses such as preparing enough funds to implement social insurance, health insurance and unemployment insurance policies for beneficiaries and ensure the continuous operation of the information technology system, the sector’s public portal and professional software; providing timely support and consultancy for participants; continuing to implement the programme to present social insurance books and health insurance cards to disadvantaged people and present gifts for poor patients; and improve communication to disseminate information relating to social insurance, health insurance and unemployment insurance policies.

Working with the Government in taking care of and ensuring social security for people across the country, Vietnam's social insurance sector has annually implemented many meaningful programmes targeting workers and people. Through these programmes, the VSS wants to promote the meaning, benefits and value of social insurance, health insurance and unemployment insurance policies with the hope of encouraging more people to participate in social insurance and having more people taken care of through health insurance cards.
