At the meeting, the Director of Quang Binh Social Security Office said that, regarding the assigned tasks, in 2022, the Quang Binh Social Security Office took the initiative and closely followed the direction and management of the VSS and the Provincial People's Committee to promptly organize the effective implementation of policies on social, health and unemployment insurance.

As a result, by the end of November 2022, Quang Binh province had 759,136 people participating in health insurance, an increase of 24,558 people compared to the same period last year, reaching 92.5% of the assigned plan and reaching the coverage rate of 83.4% of the population. It is estimated that in 2022 there will be 820,665 participants, reaching 100% of the assigned plan.

However, at present, the labor force in the province is not exploited enough to be able to complete the development plan of compulsory social insurance in 2022, due to many agencies and mass organizations streamlining the payroll according to the regulations of the Government. The provincial social security agency has reviewed 100% of tax finalization enterprises, newly established enterprises in the first 11 months of the year (18,525 enterprises) also only developed 5,183 employees. By the end of November, Quang Binh had 71,251 participants, an increase of 2,254 people over the same period last year, reaching 94.7% of the assigned plan; It is estimated that by the end of 2022, there will be 71,584 participants, reaching 95.13% of the assigned plan. Regarding voluntary social insurance, by the end of November, there were 32,333 participants, an increase of 1,331 people compared to the same period last year, reaching 72.35% of the assigned plan; The estimated implementation in 2022 has 32,268 participants, reaching 72.2% of the assigned plan. Regarding unemployment insurance, the province currently has 63,286 participants, an increase of 935 people compared to the end of 2021, reaching 93.9% of the assigned plan.

In 2022, Quang Binh province's spending on medical treatment costs covered by health insurance is estimated to exceed 9.5% of the estimate assigned by the Government. In addition to the number of health care visits using health insurance increasing by 11.49% compared to 2021, Quang Binh also has some specific difficulties. For example, in the last 6 months of the year, there was a large-scale epidemic of dengue fever in Quang Binh province, with the total cost of treatment increasing by nearly 23.5 billion VND compared to the same period last year. Most of the revenue of health care facilities is from the health insurance fund, in the condition that public facilities must be self-financed, which leads to an increase in the use of the health insurance fund to increase revenue such as technical services (sub-clinical tests, X-rays, functional exploration, etc.) being excessively necessary and inappropriate for the medical condition; appoint patients to inpatient treatment when the condition does not require inpatient treatment or prolong the inpatient treatment period.

Promote communication to bring social and health insurance policies closer to the people

Sharing the common difficulties of the whole Vietnamese social insurance industry in 2022, Deputy General Director Nguyen Duc Hoa emphasized that Quang Binh Social Security Office needs to make efforts to implement, actively and effectively implement solutions to expand participants of social and health insurance in accordance with local conditions; at the same time, it is crucial to ensure all favorable conditions for people and employees to enjoy benefits according to regulations, and strive to complete the targets and tasks in the last days of 2022.

In addition, Quang Binh Social Security Office should actively support collection service organizations to urge and mobilize people to join voluntary social insurance and household-based health insurance for renewal and new participation. Along with that, it is necessary to promote the effective implementation of communication solutions - the key to bringing social and health insurance policies to the people. In particular, it is required to focus on exploiting the number of employees who have not yet participated in social insurance discovered when reviewing the data provided by the tax authorities on the principle of accurate and sufficient collection according to the provisions of law.

Regarding the management of health care costs covered by health insurance, Hoa noted that the locality should strengthen assessment, in which it is necessary to pay attention to promptly notify a number of indicators of expenditures covered by health insurance with abnormal developments; promote control of health care costs covered by health insurance for health care facilities with warnings from the health insurance assessment information system, thereby detecting unusual problems in health insurance spending. In particular, it is needed to focus on preventing and detecting abuse and profiteering of health insurance funds; as well as cases where people with health insurance cards are not admitted to medical treatment covered by health insurance, or inpatient treatment is not necessary.

Also on this occasion, implementing the Plan No. 3512/KH-BHXH dated November 18, 2022 of the VSS on launching the Program "Giving away social insurance books and health insurance cards to disadvantaged people in 2022 and bringing a warm Tet holiday to the poor - Year of the Rabbit", on December 14, Deputy General Director Nguyen Duc Hoa represented the VSS to give 10 presents to poor patients at Vietnam-Cuba Friendship Dong Hoi Hospital; presented 50 health insurance cards to students of Guangdong Primary School (Quang Trach district). As expected, the Program will give 130 social insurance books to people in difficult circumstances and 2,200 social insurance cards to students in communes who have just moved out of extremely difficult areas according to Decision No. 861/QD-TTg./.
