Inflation has eroded purchasing power. Urban informality has expanded. Climate shocks are no longer exceptional. Migration, care deficits, ageing, youth unemployment, and insecure work now shape vulnerability in ways that narrow protection systems cannot address.

On 31 July 2026, Deputy Prime Minister Pham Thi Thanh Tra signed Decision No.1468/QD-TTg, assigning health insurance (HI) coverage targets to the People's Committees of provinces and centrally governed cities for the 2026–2030 period, with the objective of increasing nationwide HI coverage from 95.98% in 2026 to 100% by 2030. The Decision takes effect from the date of signing.
