Social insurance is a guarantee that replaces or partially compensates for the income of workers when they experience a reduction or loss of income due to illness, maternity, work accidents, occupational diseases, unemployment, retirement, or death, based on contributions to the social insurance fund. In Vietnam, over 31 years of development, the legal system and policies on social insurance have been gradually perfected, becoming more synchronized and more in line with the country's reality and international practices. Social insurance policies, which were initially only applicable to state officials and civil servants, have expanded to include all workers and are now universal, encompassing both mandatory and voluntary insurance for both the formal and informal sectors.

The official launch of 10 fully integrated public services related to social insurance (SI) and health insurance (HI) by Hanoi City on March 16, 2026, is not only a step forward in administrative procedure reform but also a clear demonstration of the central and consistent role of VSS in building and operating a digital service ecosystem for citizens and businesses. This ensures seamless operation in accordance with the Government's directive in Decree No. 118/2025/ND-CP regarding the implementation of administrative procedures under the one-stop mechanism and the national Public Service Portal, which accepts applications regardless of administrative boundaries.

As the agency entrusted with operating the National Social Insurance Database, Viet Nam Social Security manages a large-scale data system covering almost all participants and beneficiaries of social insurance and health insurance policies nationwide. By the end of 2025, Viet Nam Social Security system had verified over 100.2 million citizen records, including 99.59% of those participating in and benefiting from social insurance, health insurance, and unemployment insurance. This database is continuously enriched by Viet Nam Social Security with the criteria of "accurate, complete, clean, and live".

On the morning of March 13th, Vietnam Social Security (VSS) organized an online conference on the settlement of health insurance-covered medical service expenses covered by health insurance (HI) for the year 2025. The conference also provided guidance on the implementation of Decision No. 582/QĐ-BYT dated March 9th, 2026, issued by the Ministry of Health, regarding the promulgation of guidance documents for estimating, adjusting estimated expenditures, and determining the amount of HI-covered medical service expenses exceeding the estimated expenditures to be paid by the HI Fund. Mr. Nguyen Duc Hoa, Deputy Director of VSS, attended and chaired the conference.
