VSS provided answers to the questions related to policies to support training and job maintenance for employees

Implemting the Resolution No. 68/NQ-CP of the Government and Decision No. 23/2021/QD-TTg of the Prime Minister on regulating policies to support employees and employers hit by the COVID-19 pandemic, VSS has been implementing numerous drastic and synchronous solutions. To help employees and employers get the idea of these supporting policies, VSS has compiled a set of answers to relevant questions. Following are the answers to questions about training support and job maintenance for employees.

Question 1: According to the Regulation, one of the conditions for an employer to receive financial support for training, re-training and improvement of vocational skills from the Unemployment Insurance Fund is to fully pay Unemployment Insurance contributions for employees from full 12 months or more up to the date of requesting support. In case an enterprise has paid Unemployment Insurance contributions for some employees from full 12 months or more, but there are some new employees joining with Unemployment Insurance contributions for less than 12 months. Shall these employees be included in the list of training participants or not?

Answer:

Pursuant to Clause 3, Section II, Resolution No. 68/NQ-CP of the Government, one of the conditions for employers to receive financial support for training, re-training and improvement of vocational skills from the Unemployment Insurance Fund is to fully pay Social Insurance contributions for employees from full 12 months or more up to the date of requesting support. Therefore, in case an enterprise has fully paid Unemployment Insurance for 12 months or more and has new employees joining with Unemployment Insurance contributions of less than 12 months, these employees shall be included in the list of training participants.

Question 2: How long does it take for Social Security Office to transfer funds to my unit to support training, re-training and improvement of vocational skills for job maintenance for employees, according to Decision No. 23/2021/QD-TTg?

Answer:

In order to promptly implement supporting payment for employers as soon as possible, VSS has issued Official Letter No. 2218/BHXH-TST dated July 26, 2021 on the implementation of supporting policies for employees and employers hit by the Covid-19 pandemic, which requested Social Security Offices in provinces and cities to shorten the implementation time; accordingly, within 01 working day from the date of receipt of Decision of Department of Labor, Invalids and Social Affairs, the provincial Social Security Office must transfer all supporting fund to the employers at once.

Question 3: Regarding the policy to support training, re-training and improvement of vocational skills for employers, in order to complete dossiers for the employers to send their Plan to the Department of Labor, Invalids and Social Affairs for approval, how does the Social Security Office implement the supporting procedures?

Answer:

The employer shall make a list of employees participating in training according to Appendix 1 attached to Form No. 02, issued with Decision No. 23/2021/QD-TTg, and then send to the Social Security Office where the collection of Social Insurance premiums is currently being managed, for units making transactions via electronic platform or via VSS's Public Service Portal. In case the unit has not been conducted e-transactions, it is necessary to send dossiers in the form of paper (directly or via the Public Service Postal). The Social Security Office shall settle dossiers within no more than 1 working day from the date of receipt of complete dossiers./.
