Administrative procedures to be digitized regardless of boundaries

This is one of the goals of the Plan 2402/KH-BHXH issued by the Vietnam Social Security (VSS) to implement the Prime Minister (PM)'s Decision No. 468/QD-TTg dated March 27, 2021 approving the Project to renovate the implementation of the one-stop-shop mechanism in handling administrative procedures of the Vietnam's social insurance industry.
The plan aims to promote digital transformation in management activities, public service provision, and regarding people and businesses as the center to serve in the settlement of administrative procedures not depending on administrative boundaries, associated with digitization and use of results of digitization of records, papers, results of administrative procedures settlement in order to improve service quality.
The plan sets a target that by 2025, 100% of administrative procedures under the settlement competence will be accepted and settled regardless of administrative boundaries, except for cases where administrative procedures require field inspection, assessment and appraisal at the facility; 100% of records and papers of administrative procedure settlement results will be digitized and connected; data will be shared for administrative procedure settlement; waiting time of people and businesses will be reduced to a maximum of 15 minutes per transaction.
In order to achieve the set goals, the VSS clearly defines responsibilities and assigns specific tasks to the units under the VSS and the social security agencies of provinces and centrally-run cities (provincial social security offices) and the coordination between units, in order to ensure the quality and progress of the project's tasks, focusing on the following work contents:
1. Develop a plan and documents guiding the implementation of the project to renew the one-stop-shop mechanism in solving administrative procedures of the Vietnamese social insurance industry, period 2021 - 2025.
2. Organize the receipt and settlement of administrative complaints under the jurisdiction of the Sector to ensure compliance with the provisions of law, the tasks of the Scheme and the regulations of the VSS.

3. Connect, integrate, and share data between the National Database, the Specialized Database and the National Insurance Database and the Information System for handling administrative procedures of the social insurance industry through the social insurance sector. The national document interlinking axis serves to simplify and solve administrative procedures according to the one-stop-shop mechanism, in the electronic environment and online public services on the National Public Service Portal.
4. Connect, integrate, and share data of application softwares of the Information System for handling administrative procedures of the social insurance sector with the Center for information, direction and administration of the Government and the PM.
5. Link the digitization of records, papers and results of administrative procedure settlement with the process of receiving and handling administrative procedures at the one-stop-shop, creating a live, clean, sufficient and accurate data formation basis.
The following units: Department of Finance and Accounting, Department of Contribution Collection – Insurance Book and Card, Department of Social and Health Insurance Implementation shall regularly review and evaluate the effectiveness of administrative procedures regulations according to the Annual Plan to control administrative procedures to propose a plan to simplify administrative procedures within assigned functions and tasks. To focus on being independent of administrative boundaries, associated with digitization and use of results of digitizing records, papers, results of administrative procedures.
Improving service quality for participants of social, health and unemployment insurance (Illustrative image)
Heads of units: The Office, The Archives Center, The IT Center, Directors of Provincial Social Security Offices and related professional units shall proactively identify responsibilities in digitization and electronic recordkeeping according to the provisions of Decree No. 61/2018/ND-CP and Decree No. 45/2020/ND-CP to ensure that records, papers and results of administrative procedure settlement are digitized and stored electronically in accordance with provisions of the law, meeting the requirements of data connection and sharing and data reuse in solving administrative procedures for individuals and organizations.
The directors of the provincial social security agencies shall enhance the initiative in renovating directions in order to improve the efficiency and labor productivity of the OSS Division in accordance with practical conditions and requirements; be responsible for deciding the number of personnel performing tasks at the OSS, ensuring that it is suitable to the actual situation in the locality, meeting the requirements of the reception and return of administrative procedure results regardless of the administrative boundaries according to the scheme's objectives, associated with the digitization of 100% of the records received at the OSS and updated into the electronic OSS information system.
