Changing regulations on raising salary levels for civil servants; terminate receiving monthly social allowance; loosening the conditions to become a doctor, etc. is one of the prominent policies taking effect from August 2021. Changes in regulations on salary increase for civil servants

Circular 03/2021 of the Ministry of Home Affairs amending and supplementing the regular salary increase regime, and raising the salary level ahead of time and the seniority allowance regime beyond the framework for cadres, civil servants and employees. The action will take effect from August 15, 2021.

In which, Circular 03 adds the case to be counted into the time to consider raising the regular salary level, that is the time when cadres, civil servants and public employees participate in active service according to the Law on Military Service.

Also, it adds a number of time periods not to be considered for regular salary increases, including: Time for desertion; Probation period when serving suspended sentence; Off work period waiting for retirement age.

The standard for regular salary increase for cadres and civil servants will also change from August 15, 2021. Accordingly, those who are evaluated to "have completed the task" level or higher will receive a regular salary increase (previously "to have completed the task with limited capacity" is also subject to the salary increase).

3 cases of having monthly social allowance stopped

The Ministry of Labor, War Invalids and Social Affairs has issued Circular 02/2021 guiding the implementation of a number of articles of the Government's Decree No. 20/2021 regulating social assistance policies for beneficiaries of social protection.

Accordingly, Circular 02 will tighten the social allowance receiving activities of social protection beneficiaries. This Circular stipulates 3 cases of being stopped from receiving social benefits, including:

- Not receiving regimes and policies continuously for 3 months or more.

- Failure to comply with the request of a competent state agency for the re-determination of disability level, re-determination of eligibility for social assistance or other information for management.

- Persons on monthly social allowance shall be detained for 1 month or more.

Previously, Joint Circular 29/2014 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance only stipulated to suspend the payment of benefits in cases where the subjects who do not receive benefits due to death, disappearance or relocation from the locality.

Circular 02/2021 takes effect from August 8, 2021, but the regimes and policies specified in this Circular have been applied from July 1, 2021.

Abolishing foreign language and informatics certificates for civil servants

Circular No. 02/2021 of the Ministry of Home Affairs stipulating codes, professional standards and salary classification for the ranks of administrative and clerical civil servants, takes effect from August 1, 2021.

Notably, this Circular stipulates that all ranks of civil servants specializing in administration and clerical work will no longer be required of certificates of foreign language and computer skills in training and retraining standards.

Instead, it is only required to have basic information technology skills and use foreign languages at an appropriate level, depending on the requirements in the standards of professional competence of each rank.

This change is to save costs for society, and it is estimated that it will help civil servants save 1,000 billion dong of learning fees to get certificates of foreign languages and informatics.

Loosening the conditions to become a PhD

From August 15, 2021, Circular 18/2021 of the Ministry of Education and Training promulgating the Regulation on enrollment and training at the doctoral level will take effect. According to this Regulation, the criteria for becoming a doctorate are regulated somewhat more openly.

Specifically, the new Regulation has accepted both monographs and publications in domestic journals of good quality as assessed by the State Council of Professors if the PhD student is the main author. While previously, only scientific articles and reports published in foreign journals are accepted.

In addition, if the PhD student is awarded an official award of a national or international competition recognized by the competent state management agency for the field of art and the group of physical training and sports industries, they can also be accepted.
