VSS: Creating favorable conditions and cutting unnecessary costs in administrative procedures

From July 1, the national database system on population was officially put into operation, marking an important milestone in the administration and development of the country. With positive results in building the National Insurance Database, Vietnam Social Security (VSS) is the first unit selected to deploy the service of connecting and validating data from the National Population Database. On this occasion, the VSS Portal conducted a quick interview with Nguyen The Manh - General Director of VSS.

Reporter: Sir, can you inform about how is the connection and data sharing with the national population database currently being performed by the VSS? What are the results and effects from this integrated connection and data sharing?

Answer:

In the process of performing tasks, the VSS always focuses on providing service for the people, so building a database of people participating in social and health insurance is prioritized. By the end of May 2021, the VSS's database has managed 15,047 million participants in compulsory social insurance; 1,127 million participants in voluntary social insurance; 13,308 million participants in unemployment insurance; 87,772 million participants in health insurance, reaching the coverage rate of 89.92% of the population; On average, annual management of about 167 million medical care visits with health insurance; 47 million electronic transaction records annually. As a result, VSS was honored to be the first unit outside the public security sector selected by the Ministry of Public Security to deploy the service of connecting and validating data from the national population database.

Recently, VSS has always actively coordinated with the Ministry of Public Security to apply connection and sharing between the national population database managed by the Ministry of Public Security and the national insurance database managed by the Vietnam Social Security Administration. These are 2 out of 6 important national databases directly related to the people that are prioritized by the Government to deploy to create the foundation for the development of e-government and digital transformation of the country.

Therefore, the successful connection and sharing of data will be extremely important, not only facilitating the implementation of the tasks of the two sectors but also a very important premise for the full implementation of the data services on national databases, ready to be connected and shared for relevant ministries, branches, organizations and individuals according to regulations, contributing to speeding up the national digital transformation roadmap.

Aware of the importance, meaning and benefits of connecting and sharing data in the management and service of the People, in a very short time, the two branches have actively promoted the progress of completing the connection, meanwhile ensuring strictness and being in accordance with the process and regulations. Thereby, the service of information authentication from the national database on population has been exploited.

The connection and sharing of data with the national population database in order to authenticate the demographic information in the database of households participating in health insurance (for cases with data in national database on population), thereby reviewing, comparing and standardizing demographic data in the data of the VSS. Up to now, the VSS has reviewed and compared 8.1 million people's personal information from the national population database.

At the same time, on May 28, 2021, VSS officially implemented the authentication of citizen information from the national population database when citizens register an electronic transaction account with the social security agency on the VSS Public Service Portal and on VssID - the Digital Social Insurance application of the Industry.

Specifically, when citizens use their citizen identification cards to register for an electronic transaction account: The system automatically compares and authenticates the information declared by the citizen in the database managed by the VSS (Full name, citizen card, date of birth, gender) with information stored in the national database of population. Through the above verification step, the accuracy of the information has been increased as it can be compared with the original information of the people. At the same time, the individual does not need to update the attached the citizen card photo and the social insurance agency does not have to keep it, thereby contributing to reducing the risk of revealing personal information and papers. According to statistics, to date, there have been about 400,000 verified registrations.

Question 2: In the future, what additional services will the VSS connect, integrate and share data with the national population database?

Answer:

In the coming time, the VSS will continue to connect, exploit and share data with the national population database, which will not only stop at authentication but will also request the Ministry of Public Security to coordinate to deploying the exploitation of original data from the national population database on "personal basic information" to update it into the national insurance database in accordance with Decree No. 43/2021/ND-CP regulating the national insurance database. This is an important task, creating a premise for the VSS to build a national insurance database and be ready to share it with relevant organizations and individuals, making a very important contribution to reforming administrative procedures, creating favorable conditions for people and cutting unnecessary costs in carrying out administrative procedures.

The VSS will focus on implementing the following tasks:

1. Continue to synchronize with the national population database to complete the original information in the national insurance database.

2. Review to shorten the process, reform administrative procedures to remove the requirements for attaching identification papers for individuals whose information has been verified.

3. Propose to allow the use of chip-​mounted identity cards to replace the health insurance card when going for medical examination and treatment. Hospitals can read information from the QR code on the citizen card, then send a request to the social insurance agency and receive the information managed by the VSS and perform medical treatment in accordance with regulations similar to the use of paper health insurance cards or cards on the VssID application of VSS in medical treatment today.

4. Apply biometric technology to authenticate people's fingerprints on chip-​mounted identity cards in preventing abuse of social and health insurance funds. When this is applied, people cannot borrow other people's cards to abuse social and health insurance funds when going for medical treatment or enjoying social insurance benefits.

VSS
