At the meeting, Dao Duy Hien – Deputy Director of Department of Social Insurance Implementation presented the subject studies: “Proposing to improve policies and implementation of unemployment insurance in Vietnam”. The aim of this study is to improve policies that is worthy of “fulcrum” for employees when they lose jobs. Therefore, this propose is based on studying, evaluating unemployment insurance organization and implementation in the past time, especially difficulties; and suitable implementation solutions are proposed.

Currently, Vietnam unemployment insurance fund: Pay unemployment benefits to employees losing jobs, vocational training support, job placement counseling, education support, fostering and improving vocational skills to maintain jobs. In this context, unemployment insurance policy has supported millions of employees, helping them with financial resources  to overcome this difficulties and maintain their lives. When 4 regimes (unemployment benefits, vocational training support, job placement counseling, training and retraining to improve vocational skills and maintain their jobs) are fully implemented, the employees and employers will get great benefits…

Highly evaluating the subject studies registered and implemented by Department of Social Insurance Implementation, Deputy Director General Le Hung Son-CShairman emphasized: “Social unemployment policy is not only important for employees and businesses but also plays an essential role to stabilize economy-society; one of useful tools to implement social security policy of every country, including Vietnam. Therefore, the subject studies “Proposing to improve policies and implementation organization of unemployment insurance in Vietnam” is important to VSS as well as a policy concerned by Government, people and enterprises in Vietnam in the past time, especially in the period, Covid-19 pandemic has bad impacts on socio-economic life, business production and makes employees losing jobs.”

Therefore, Son required research manager board needs to define objectives, detailed objectives, scope, objects; researching more deeply and broadly how Covid-19 pandemic effects on unemployment policy; analyzing the policy’s strength and weakness to propose solutions. On the basis of actual implementation, experiments help to improve policies to protect employees’ practical benefits.
