Strengthening communication on the Draft amended Law on Health Insurance

Implementing the Decision No. 5625/QD-BYT dated December 31, 2020 of the Ministry of Health (MoH) promulgating the Plan to develop legal documents on health in 2021, the Ministry of Health (MoH) develops the plan No. 594/KH-BYT delivering communication on the Draft amended Law on Health Insurance with specific contents.

Accordingly, the purpose of the plan is to strengthen advocacy and communication about new contents in the Draft, create consensus and enhance understanding of agencies, organizations, people and other stakeholders about new contents in the Draft. Also, it is to provide accurate and timely information on the contents of policy amendments to the Law on Health Insurance to agencies, units and people. Furthermore, it is to timely provide information on specific contents in the Draft, and the impacts of the revised contents on health insurance participants and related parties.

At the same time, to propagate the roles and responsibilities of agencies, organizations and people in implementing the provisions of the Law on Health Insurance and guiding documents on the implementation of the Law on Health Insurance. To mobilize support, participation and assist resources of domestic and foreign organizations in the process of formulating and implementing the amendments to the Law on Health Insurance.

Health insurance is one of the pillars of the social security policy of the Party and State.

The plan has the following contents: Information on the plan to develop the amended Law on Health Insurance; Information about the revised policy contents in the Draft amended Law on Health Insurance, including the policy of expanding the beneficiaries of health insurance, expanding the scope of health insurance benefits, diversifying types of medical service providers, strengthening primary health care at the grassroots level, ensuring equality in the implementation of the law on health insurance between medical establishments and social insurance agencies, improving management efficiency and management of health insurance and responsibilities of health service providers and social insurance agencies, and improving the efficiency of management and use of health insurance funds.

In which, it provides information on international experience in implementing relevant health insurance policies, information on forecasting impacts of the revised policies on health insurance participants and stakeholders, information on the rights, obligations and responsibilities of agencies, organizations and participants in health insurance in formulating the amendments to the Law on Health Insurance, calls for consensus of stakeholders in the process of developing the amendments to the Law on Health Insurance, monitors and promptly handles the communication crisis related to the Draft amended Law on Health Insurance.

Health insurance is one of the pillars of the social security policy of the Party and the State, realizing the goal of equity, efficiency and development in the field of health protection and care for the people. The Law on Health Insurance was promulgated in 2008 and amended and supplemented in 2014. The basic orientations of the health insurance policy meeting the requirements on practice after more than 10 years of implementation of the Law on Health Insurance are indicated in Resolution No. 20-NQ/TW dated October 25, 2017 of the sixth plenary session of the 12th Party Central Committee on strengthening the protection, care and improvement of people's health in the new situation; concretized by Resolution No. 139/NQ-CP dated December 31, 2017 of the Government promulga­­ting the Government's action plan to implement Resolution No. 20-NQ/TW dated October 25, 2017 of the sixth plenary session of the 12th Party Central Committee on strengthening the protection, care and improvement of people's health in the new situation and the MoH's Action Plan to implement Resolution No. 20-NQ/TW promulgated under Decision No. 1624/QD-BYT dated March 6, 2018.
