An emergency response drill to information security incidents of the social insurance industry in the North

From November 9th to 11th, 2020, in Quang Ninh, Vietnam Social Security (VSS) held an emergency response drill for the second round of information security in the North with the theme: "Preventing spyware from attacking the information system of Vietnam Social Security”. VSS Deputy General Director of Pham Luong Son attended and addressed the drill.

The program is hosted by the IT Center (VSS) and coordinated with Vietnam Cybersecurity Emergency Response Teams/Coordination Centre (Vncert/CC) and Netpro Training Center.

The participants of the drill included: leaders and officers in charge of information security of units under the VSS and 25 social insurance agencies of provinces and cities in the North.

VSS Deputy General Director Pham Luong Son delivered a speech at the drill.

Giving the opening speech, Deputy General Director Pham Luong Son informed: Currently, the entire social insurance industry has 26 application systems and manages a database of nearly 98 million people, corresponding to nearly 27 million households nationwide. The system has 20,000 accounts of cadres, civil servants and public employees regularly accessing, exploiting and using to perform operations of the industry; connects with more than 12,000 medical facilities and about 500,000 organizations and enterprises using public services nationwide and ministries and branches. Each year, the Electronic Transaction Portal receives and processes millions of records of public services. From the beginning of 2020 up to now, the number of dossiers processed online is nearly 67 million.

To ensure the security of this system, the social security industry has invested and provided a lot of safety solutions and equipment to help prevent attacks and protect the system against threats from the outside. However, this area remains a major challenge; as sometimes the risks and insecurity can arise from the awareness and lack of information security skills of the technical staff and users of the system in the unit.

“Therefore, VSS has planned to organize emergency drills to respond to information security incidents in the social insurance industry to implement an innovation and breakthrough in information security work, making VSS become one of the pioneering industries in information security, which is always available to prevent, respond and troubleshoot incidents." - Deputy General Director Pham Luong Son shared.

During this second drill, the deputies were updated with the situation and methods of preventing cyber attacks, ensuring network information security; with their skills and knowledge to solve these situations to be ready to respond to problems caused by network attacks to information infrastructure managed by the unit.

At the drill, the participants also enhanced discussions on how to coordinate the information security unit at the provincial and municipal social insurance agency with the IT Center and among the VSS units to improve the readiness capability of network attacks and protect network systems and information infrastructure.

Especially, at the drill, the deputies will also participate to identify the types of spyware that attack the information system of VSS via email; thereby, analyze ways to prevent and handle so that they would not spread to computers in the agency or the whole system.

According to the plan of the VSS, the implementation of emergency response drills for information security incidents for officials, public servants and employees of the social insurance industry will take place 03 times each year in 2020 and 2021 and in 03 regions: the Northern, Central - Central Highlands and the Southern with suitable training topics.

In 2020, the selected topic is: "Preventing spyware attacks in the information systems of Vietnam Social Security" and the first phase was successfully conducted from September 9th to 11th, 2020 with the participation of 19 provincial/municipal social insurance agencies in the Central region - Central Highlands in Nha Trang City, Khanh Hoa Province./.
