Vietnam Social Security: Deploying the five-year socio-economic development plan (2021 - 2025)

On October 23, 2020, Vietnam Social Security (VSS) issued Decision 1320/QD-BHXH on the Action Program for implementing the five-year socio-economic development plan for the 2021–2025 period of the social insurance industry.

The action program is the basis for units directly under VSS and the provincial and municipal social insurance agencies to develop an implementation plan according to the assigned functions and tasks, contributing to the successful implementation of the objectives, directions and tasks for the five-year sector development for the 2021-2025 period.

In terms of the general objectives, VSS is determined to well implement policies and regimes on social insurance, unemployment insurance and health insurance; increase the number of participants of social insurance and health insurance at a rapid rate, especially voluntary subjects; strive to implement social insurance for all employees and universal health insurance; use and manage the funds for social insurance, unemployment insurance and health insurance with the guarantee of safety and efficiency. Renovate and arrange the VSS’s organizational structure in a streamlined, efficient and effective manner.

In terms of the specific objectives: The whole industry continues to promote the development of participants in social insurance, unemployment insurance and health insurance. Expected by 2025, the number of people participating in social insurance nationwide will reach the rate of 45% compared to the workforce in the age group; the number of people participating in unemployment insurance will reach the rate of 35% compared to the labor force in the working age; the number of people participating in health insurance will reach 95% of the population.

To achieve the above goals, Vietnam Social Security has determined 10 main groups of tasks and solutions including:

1. Continue to closely follow the tasks and solutions of the Politburo's Resolution No. 21-NQ/TW dated November 22, 2012 on Enhancing the Party's leadership on social insurance and health insurance policies in the 2012-2020 period; Resolution No. 20-NQ/TW, dated October 25, 2017 of the 12th Central Committee of the Communist Party on Enhancement of citizens’ health protection, improvement, and care in new situation; Resolution No. 102/NQ-CP dated August 3, 2018 of the Government on Assigning development targets for beneficiaries of social insurance; Resolution No. 28-NQ/TW dated May 23, 2018 of the 12th Central Committee of the Communist Party on Reform of social insurance policies; Resolution No. 125/NQ-CP dated October 8, 2018 of the Government promulgating the Government's Action Program to implement Resolution No. 28 and Directive No. 34/CT-TTg dated December 26, 2016 of the Prime Minister on Strengthening the synchronous implementation of solutions to develop social insurance participants and the Prime Minister's annual Resolution No. 01/NQ-CP.

2. The entire social insurance industry takes the initiative, effort and determination to perform the assigned tasks and find solutions to develop and expand beneficiaries of social insurance, unemployment insurance and health insurance to reach the coverage targets assigned by the Prime Minister. At the same time, strengthen specialized inspection and examination of social insurance, unemployment insurance and health insurance in accordance with the law, in which focuses on inspection and examination to reduce outstanding debts and the situation of taking advantage and abuse of the social insurance, unemployment insurance and health insurance funds.

3. Renew the propaganda in terms of both content and form towards professionalism with the right focus and key; suitable for each target group, focusing on the group of participants in voluntary social insurance, participants in health insurance by households and workers in industrial parks and export processing zones.

4. Organize the effective implementation of the Government's Decree No. 89/2020/ND-CP dated August 4, 2020 prescribing the functions, duties, power and organizational structure of Vietnam Social Security.

5. Enhance the reform of administrative procedures, implement a multi-media interaction system between people and businesses, expand the provision of level 4 online services in all fields; promote electronic transactions; manage and use electronic documents in the system of social insurance agencies and on the central axis of the Government.

6. Continue to improve the infrastructure; centralized database system, national database on insurance under the Prime Minister's Decision No. 714/QD-TTg dated May 22, 2015; the sector’s professional software; update and complete household data, issue social insurance codes to the participants; perfect the rules of management, exploitation and decentralization of the use of professional software of the sector; complete the sector data warehouse system to serve the research and forecasts to support decision-making, developing plans and strategies for the social insurance industry; continue to interconnect and provide industry public services on the National Public Service Portal; strengthen training to improve skills in managing, exploiting and using professional software for civil servants and public employees in the Industry.

7. Improve the quality of health insurance review and assessment, tightly control abuse of the health insurance fund.

8. Continue to propose solutions to improve the efficiency of payment management for social insurance and unemployment insurance and beneficiary management, contributing to improving the quality of service delivery, ensuring full and timely payment of the benefits and increasing the satisfaction of participants of social insurance and unemployment insurance.

9. To continue implementing the Social Insurance Sector's International Integration Strategy until 2020, with an orientation to 2030, issued together with the Prime Minister's Decision No. 146/QD-TTg dated January 20, 2016. Improve the efficiency of external activities, strengthen international integration and promote the implementation of external information in order to confirm the role, position and image of the social insurance industry as a friend, a reliable and responsible partner of the social security community in the region and the world, moving towards professionalism, dynamism and creativity for the purpose of the satisfaction of people and businesses and sustainable and effective social security developing in Vietnam.

10. Strengthen directing the affiliated units and the social security agencies of provinces and cities to improve administrative rules and discipline; quality and responsibility of public servants and public employees; strengthen the inspection and supervision of task performance of public servants and employees; continue to renew the direction and administration of the leaders of the units for the appropriateness of the requirements; evaluate the public servants and employees on the basis of the results of the task performance and the sense of complying with the working discipline and rules.

On the basis of the main contents and tasks in this Action Program, based on the assigned functions and tasks, the heads of the affiliated units directly under VSS, the directors of social security agencies of provinces and cities shall implement and concretize them into goals and tasks in the annual work plan of the units; inspect and supervise the implementation of relevant contents of the Action Program. Annually (before November 15) evaluate the implementation situation and results of the Action Program and submit a report to the Department of Planning and Investment to submit the synthesis report to the Ministry of Planning and Investment and the Government Office. The VSS Office shall preside over and coordinate with the Department of Planning and Investment to monitor and supervise the implementation of the Action Program. In the implementation process, proactively send reports and proposals to the General Director on necessary measures to ensure the Action Program is effectively implemented./.
