Hanoi social security agency celebrates 25th anniversary

Ha Noi Social Security Agency organised a conference on June 13 to set out tasks in the second half of this year and review the 25-year implementation of health and social security insurance policy. This was an important event held on the occasion of the agency’s 25th anniversary (June 15, 1995-June 15, 2020).

Deputy General Director of Vietnam Social Security Nguyen Dinh Khuong was authorised by the State President to award the third-class labour medal to the social security agencies of Long Bien and Dan Phuong districts.

The Ha Noi Social Security Agency was established on June 15, 1995 under Decision No 15/QD-TCCB of the general director of Vietnam Social Security. Over the past 25 years, the capital city’s social security agency has constantly grown in terms of apparatus and personnel.

According to the report presented at the conference, for 25 years, the agency has always strived to develop its database and take care of participants as well as kept improving service quality. Those efforts have contributed to bringing social security and health insurance policies closer to people, becoming the primary pillar of the city’s social security system.

By the end of 2019, the number of social security participants reached more than 1.7 million, an increase of 1.4 million people and 555 per cent compared to 1995.

In particular, the number of voluntary participants has seen remarkable growth with 35,698 people by the end of last year, increasing by 34,807 people and more than 3,900% per cent compared to 2008.

The number of people participating in unemployment insurance was 1,695,166 people in 2019, an increase of 994,057 people and 241.7 per cent compared to 2009.

The number of health insurance card holders increased from 552,308 people in 1995 (accounting for 13.9 per cent of the population) to 4.1 million in 2010 (accounting for 62.6 per cent of the population) and 5.8 million in 2016.

Health insurance coverage hit 6.99 million people or 88.3 per cent of the population in 2019.

It is expected to rise to more than 7 million people by June 2020.

Under the authorisation of the Prime Minister, vice chairman of the city People's Committee Ngo Van Quy awarded the Prime Minister’s certificate of merit for IT application and administrative procedure reform to the Ha Noi Social Security Agency.

Over the past 25 years, the dissemination of social security and health insurance policies has witnessed a number of innovations, aiming at professionalism, efficiency and raising public awareness. The administrative procedure reform has made a strong step forward with successful electronic transactions, IT application in professional activities, focusing on building a centralised database and making in-depth analysis and forecasts.

After 25 years of establishment and development, the contingent of civil servants and public employees at the Ha Noi Social Security Agency has grown in quantity and become more mature, especially in IT skills, managing professional software and strengthening administrative discipline.

With those achievements, in the past 25 years, the agency was honoured to receive many noble titles from the Party and the State.

It was awarded the third-class labour medals in 1998 and 2005; the second-labour medal in 2004 and the first-class labour medal in 2009.

It received the third-class independence medal in 2014; the Government’s emulation flag in 2009; Prime Minister’s merit certificates in 1999, 2002, 2003, 2008, 2016 and 2019, as well as many other rewards from the Vietnam Social Security, the city’s Party Committee and People's Council.

The Party Committee of the Ha Noi Social Security Agency was recognised as a transparent, strong and outstanding committee for many years and for excellently fulfilling tasks in 2018 and 2019.

At the conference, Ngo Van Quy, vice chairman of the Ha Noi People's Committee, acknowledged and praised the agency’s achievements over the past 25 years.

This result makes an important contribution to people's healthcare and social security in the city, he said.

He urged the Ha Noi social security officials and employees to unite and perform the assigned tasks with the spirit of innovation.

He also asked the agency to continue to promote administrative procedure reform, implement level 4 public services and apply IT in electronic transactions.

The agency needs to pay attention to training and developing human resources to adapt to the reform and integration period, he said.
