Utilizing unemployment insurance fund to solve difficulties for businesses and workers

Deputy Chairman of the National Assembly Committee of Social Affairs Bui Sy Loi said that Vietnam is well controlling the disease. In parallel with epidemic prevention and control, every opportunity must be made use of to maintain and develop the economy.

From the early days of fighting against the Covid-19 epidemic, the Government has determined to focus on implementing the dual goals: Epidemic prevention and control and socio-economic development. Until now, the negative impact of the Covid-19 epidemic on businesses, workers and the economy has become increasingly evident.

The immediate action is to strictly implement the measures stated in the Prime Minister's Directive 11/CT-TTg dated March 4, 2020. This is a task of great importance, especially measures on: balancing and meeting the capital demand for production and businesses; promptly applying measures to restructure loan repayment term, considering exemption and reduction of loan interest for customers who are facing difficulties due to the epidemic, implementing a credit support package of about VND 250 trillion; extending the payment of tax and land rent to those affected by the Covid-19 epidemic; suspending the payment of social insurance costs and not collecting the interests on late payment from the affected people, etc.

According to Mr. Bui Sy Loi: "It can be said that this "rescuing package" is different from all the "rescuing packages" that the Government has done before. I think these are very potent and timely policies to support businesses. We do not trade economic interests for lives, the safety of the people is important, but it does not mean that it is impossible for economic development to take place in the current context.  We must take advantage of every opportunity to maintain and develop the economy, in which the role of "midwife" by the State is of great value at the moment."

He also noted that due to the impact of the Covid-19 epidemic, some businesses had to close or suspend operations leading to unemployment or temporary unemployment. We need to review, create statistics and timely pay unemployment insurance for unemployed workers so that they can ensure their daily life and be trained to improve skills or to be transferred to other jobs, maintaining the income. This is a vital issue because the employees may be susceptible to double difficulties, which are both coping with the epidemic of Covid-19 and having no income, thereby not being able to guarantee the lives of themselves and their families.

“For enterprises currently having to suspend production due to lack of raw materials and export of goods, they can take advantage of this time to organize training, retraining to improve skills for laborers. A part of the Unemployment Insurance Fund may be used to assist enterprises in doing this. With about VND 70 trillion of surplus of the Unemployment Insurance Fund currently, in my opinion, it can be used to help settle difficulties for businesses and employees.” Mr. Loi emphasized.
