Vietnam Social Security reforms and modernises administrative work

At the end of 2019, the Vietnam Social Security (VSS) launched a 2020 plan in order to reform administrative procedures, apply IT and offer better services.

According to the plan, the VSS will continue to organise apparatus of national and local agencies; improve qualifications, capacity and moral qualities of civil servants and public employees who must uphold responsibility, integrity and creativity in performing tasks.

The whole sector will continue to promote the implementation of electronic transactions in healthcare, social and unemployment insurance following Government's regulations.

It also plans to conduct regular review on and simplify professional process and procedures as well as strictly control the issuance of new procedures.

The sector must receive and return administrative procedure settlement results through one-stop-shop units at the headquarters of social insurance agency, at the provincial public administrative service centre, reception departments at the district level, through electronic transactions and via public postal services. All of the processes must be conducted in a strict and effective manner.

Local social security agencies have been asked to encourage people to receive pensions and social insurance benefits through non-cash payment tools following Government’s order.

They have been tasked with strengthening the management of social, unemployment insurance payment, ensure cash security, shorten payment time and improve service quality.

Local social security agencies will continue to co-ordinate closely with post offices to address payment problems, expand testing IT application in paying pensions, social insurance allowances by post.

In addition, the sector will continue to complete the national insurance database, effectively operate multimedia interaction system between people and businesses, manage and use electronic documents and digital signatures.

The agencies have been ordered to improve infrastructure, centralised database system, professional software, rules to use the software and train staff to operate the software.

The agencies must disseminate the importance of IT in their work. IT application must become a criterion to evaluate performance of units, civil servants and public employees.

The sector will implement the action plan to build e-Government; connect document management software with the Government’s office; complete the electronic social insurance collection and payment system; and launch mobile version of information service application.

The VSS upholds responsibilities of those who are in charge of directing administrative reform at branches and local agencies, and asks for inspecting staff’s performance to reward well-performed units and individuals and impose punishments on those who violate regulations.
