VN strengthens health insurance policy’s implementation

Viet Nam Social Security plans to strengthen the implementation of health insurance policies in the future.

The sector has determined to carry out solutions synchronously and comprehensively, focusing on some key elements.

Firstly, the sector will continue fulfilling the goals stated in Resolution No 21-NQ/TW issued by the Politburo, the Law on Health Insurance and relevant legal documents.

Secondly, it plans to call upon more participants, especially household insurance participants, to promptly cover medical expenses for health insurance users and strive to accomplish the tasks assigned by the Government and Prime Minister Nguyen Xuan Phuc.

Thirdly, it will closely work with relevant ministries, sectors, localities and organisations to perfect the health insurance policies.

Fourthly, the sector will continue renovating the dissemination of the health insurance policy in both content and form. The dissemination is expected to be suitable for each targeted group, concentrating on the group of people buying household health insurance.

It will strengthen inspection of the observance of the law by relevant agencies in order to promptly detect and handle violations of policies on health insurance; fraud and profiteering activities of the health insurance fund.

Achievements

The number of people buying health insurance has increased from 7.1 million people in 1995 to nearly 86 million people, equal to 90 per cent of the total population, in 2019.

The result has been achieved thanks to efforts of both the insurance sector and the entire political system for many years.

While health insurance users account for 90 per cent of the population, the right of the users is more guaranteed and expanded. It proves that the health insurance policy has become a need in social life.

The result truly reflects the important achievements in the health insurance implementation, when we rapidly increase the population coverage and cover most of the services regarding drugs and medical supplies, similar to those in developed countries.

The level of financial protection for service users has been guaranteed more than before and the out-of-pocket spending on health services has decreased significantly.

The health insurance policy has played an important role in social life and become one of the main financial sources in the care and protection of people's health, contributing to a fundamental change in financial mechanisms for the health sector.

Currently, health insurance is believed to be a financial means and an appropriate means to achieve the goal of universal health care coverage./
