Deputy Minister, General Director of Vietnam Social Security – Mrs. Nguyen Thi Minh received the delegation; Attending the meeting, there were leaders of: Department of International Cooperation, Department of Organization and Personnel, Department of Contribution Collection, IT Center.

At the meeting, General Director Nguyen Thi Minh welcomed the Secretary General Marcelo Abi-Ramia Caetano for the first time to visit and work in Vietnam.

General Director Nguyen Thi Minh emphasized: With the responsibility assigned to implement the social insurance and health insurance policies - two main pillars of the country's social security system, in recent years, Vietnam Social Security has constantly made efforts in developing participants and improving the quality of administration, IT application combined with administrative procedure reforms so that people are cared for and benefited from the best regimes and services. However, besides the achievements and results, Vietnam Social Security is also facing many difficulties and challenges in management when the number of participants is increasing; when there are risks in fund investment; communication work in new conditions; multimedia interaction and artificial intelligence systems building; the quality of human resources needs improvement to meet increasingly high job requirements, etc.

“We look forward to continuing to receive the support of international organizations, especially ISSA, to develop a sustainable social security system that is appropriate to Vietnam's conditions to increase our capacity of adapting to the process of social security reform in the world, better coping with the strong effects of globalization, population aging and the Industrial Revolution 4.0”- General Director Nguyen Thi Minh said.

Regarding the mode of support and cooperation, General Director Nguyen Thi Minh hoped that, in the coming time, ISSA and Vietnam Social Security would enhance communication and technical support experts, especially to share international success experiences. At the same time, Vietnam Social Security also shares about their successes and difficulties. The form of cooperation and support can be through documenting, meeting, exchanging and organizing conferences of national, regional and global scale. Vietnam Social Security also wishes to become a bridge between the ASEAN Social Security (ASSA) of which Vietnam Social Security is an active member, acting as the Chairman of the term 2018 - 2019 with ISSA to strengthen activities of the two organizations to contribute to social security systems in the region and in the world.

Speaking at the meeting, General Secretary Marcelo Abi-Ramia Caetano congratulated Vietnam Social Security on fulfilling its role as the chair of ASSA in the last term with many successes and imprints that social security organizations in the region and internationally highly appreciated.

Mr. Marcelo Abi-Ramia Caetano emphasized that the interests and priorities in the development of the social security system of Vietnam Social Security are also the concerns of ISSA, which include: coverage increasing, IT applications, management strengthening, reforming to meet the needs of participants, etc.

“The goals are the same, therefore, the two sides need to consider how to strengthen cooperation. There are many ways to implement such as organizing training courses or seminars to share experiences. However, with our roles and positions, we need to elevate our activities to a national, regional or international, intercontinental scales to reach a wider audience.” – said Mr. Marcelo Abi-Ramia Caetano.

At the meeting, representatives of Department of Contribution Collection, Department of Organization and Personnel and IT Center briefly presented the needs of cooperation and exchange in the coming time with ISSA and the experts.

At the end of the meeting, the General Director of Vietnam Social Security and the General Secretary of ISSA agreed that, from the objectives, proposals, professional teams, the two organizations will coordinate to develop a plan on the content, methods of cooperation and the scale of organization in the near future./.
