Building a modern, professional and effective social insurance system

Up to now, after 25 years of dedication and growth, the whole Social Insurance Industry has nearly 20,000 civil servants, with a vast network covering all districts of 63 provinces and cities; Currently, they are every day and every hour serving nearly 16 million people participating in social insurance, unemployment insurance and nearly 86 million people participating in health insurance.

Over the past years, seriously implementing the Government's Resolutions on Public Administration Reform (PAR), and at the same time being well aware of the responsibility to serve people, the social insurance industry has paid special attention to PAR and Information technology (IT) application in all business activities. The management method is drastically changed from manual to modern, also the working style is shifted from administration to service to satisfy organizations and individuals participating and enjoying social insurance and health insurance.

Administrative reform, with the target on administrative procedure reform, is focused, drastic and synchronous in accordance with the directions of the Government and the Prime Minister. Administrative procedures in participating and addressing benefits of social insurance and health insurance are increasingly improved and shortened (from 263 administrative procedures in 2012 to 27 administrative procedures in 2019). Over 90% of units and enterprises declare and pay social insurance via the Internet; implementation time of administrative procedures in transactions with enterprises and individuals for declaration of participation in social insurance and health insurance is reduced from 335 hours/year to 147 hours/year (the amount of travel time, waiting for savings to be increased to over 3 million hours/year).

IT application of the sector has been promoted since 2015, gradually modernized to meet the requirements of building e-government during the 4.0 technology revolution. Up to now, impressive results have been achieved such as: building a smooth e-government system throughout the Industry; completing the issuance of social insurance identification codes to 97 million people, of which nearly 86 million participated in health insurance; providing 18 online public services at levels 3 and 4; The centralized system of data synthesis and analysis of the social insurance industry is the foundation to form the national database of insurance; The health insurance assessment information system connects and links between the social insurance agency and nearly 100% of medical facilities with health insurance nationwide, etc. Especially, in 2019, the social insurance industry has cooperated with the Ministry of Information and Communications and Ministry of Justice to officially open the specialized database of social insurance and connect the civil status management information system through the National Data Axis for connecting birth registration and issuing health insurance cards for children under 6 years old.

The synchronous deployment of IT application in the business operations of the industry has changed the awareness and fundamentally adjusted the way of management, working and transactions of leaders and social insurance officers towards people and businesses. For 03 consecutive years (2017, 2018 and 2019), in the "Report on readiness index for the development and application of information technology and communications (ICT-index) in Vietnam", Ministry of Information & Communications has evaluated that Vietnam Social Security is an effective agency in deploying IT application and online public services and is ranked 2 in the overall ranking of public service ministries.

At the same time, identifying the human factor is always a prerequisite for effectively organizing and implementing the assigned political tasks. In the past 25 years, the organization of the social insurance agency has always been concerned, closely directed and gradually strengthened in the direction of flexibility, efficiency, professionalism and modernity; reduce clues and overlaps in functions and tasks. Vietnam Social Security has developed a scheme called "Renewing and reorganizing the organization of Vietnam Social Security in the direction of streamlining and effective operation", which was approved by the Prime Minister on Decision No. 856/QD-TTg on July 10, 2019.

Foreign affairs and international cooperation of Vietnam Social Security have had positive development steps. Through cooperation and international integration, Vietnam Social Security has affirmed its role, position and image as a friend, a reliable and responsible partner of the regional and global social security community towards professionalism, dynamism and creativity with a view to developing a sustainable social security career in Vietnam.

With outstanding achievements, in 25 years of construction and development, the social insurance industry has been honored with many noble titles by the Party and the State: VSS was awarded the First-class Labor Medal in 2000; the third-class Independence Medal in 2004; the Second Independence Medal in 2009 and many Emulation Flags of the Government and Certificates of Merit from the Prime Minister./.
