Social Insurance Professional Training School: Innovating and improving training quality

In order to create a strong change in quality in the training and fostering of the contingent of social insurance officials, over the past time, the Social Insurance Professional Training School has constantly made efforts, innovated and improved the training quality.
In 2019, the Social Insurance Professional Training School carries out its tasks in difficult and challenging conditions: The qualifications of cadres and civil servants are uneven. The number of faculty members of the school is lacking compared to the requirements and training scale. Training and retraining programs have not been adjusted or replaced to suit the regulations. In 2019, the school is assigned the task of fostering professional skills for officials and employees in the industry in the online form. This is a new form of training and retraining, requiring cadres and lecturers to have in-depth skills, teaching methods as well as management on this type of training, etc.
Overcoming these difficulties, the Social Insurance Professional Training School always adheres to the central tasks and plans of the Government and the industry for implementation. By the end of October 2019, the school has organized 49 classes with 4,424 students, including 42 classes in the plan with 3,926 students, reaching 80% of the assigned plan. In addition, the school also coordinated with social insurance agencies of provinces and cities to organize 07 unplanned retraining classes for 498 students.
The University has promoted the application of IT in training and retraining and in the administration and management activities of the School in accordance with the development trend of the technological revolution and the requirements of the industry. During the year, the School organized online training for 2,308 students, helping officials in the industry to study and work at the same time; as well as learning and improving professional qualifications, and also having time to complete the tasks assigned at the unit. However, this is a new field, 2019 is also the first year that the school organizes fostering in this form, so it is inevitable that there are surprises and difficulties, therefore, they ought to silmultaneously figure things out and work in order to learn from experience.
In addition, in order to quickly catch up and integrate with domestic and international training and retraining activities, the School has associated and cooperated with a number of prestigious Universities and Institutes in the country, Doctors, PhDs and leading experts in the field of social insurance and health insurance to exchange experiences, compile curriculum, train teachers, develop quality assurance training programs and gradually improve the position of the School, etc.
The school leaders are always concerned about finding many solutions to build a team of lecturers that meet the standards in accordance with Circular 01/2018 / TT-BNV dated January 8, 2018 of the Ministry of Home Affairs, with professional qualifications and practical experience, ability, qualifications, pedagogy, knowledge of regimes, policies, industry and job interests. There must be innovation in teaching methods to suit each learner, cutting down basic theoretical knowledge, concretizing professional knowledge with practical situations, increasing the duration of practical skills and handling situations, improve interaction between lecturers and students. Up to now, most lecturers have used teaching methods in the direction of promoting students' activeness.
Scientific research is also developed by the school. Over the past year, the Science and Training Council has consulted to help the school leaders determine the direction and goals of cooperation and scientific exchange with units and individuals inside and outside the school. Orientation for scientific research, evaluation and assessment of the quality of school-level scientific research projects, evaluation of curricula and teaching materials; references for teaching work, etc. Coordination with Departments, Professional Boards and related units to develop contents, programs, teaching materials and organize the implementation of training and retraining plans according to objectives, subjects, contents and programs submitted to the General Director for approval.
On the basis of promoting the results achieved in 2019, overcoming the limitations and difficulties, with an effort and determination to make a strong change in the content of the curriculum and teaching methods, in 2020, the Social Insurance Professional Training School will further strengthen the propaganda of social insurance, health insurance and unemployment insurance, promoting learning and following "Ho Chi Minh's ideology, morality and style" so that all officials and lecturers will strive to fulfill the assigned targets.
