At the seminar, Director of Institute of Social Sciences Nguyen Minh Tuan presented his presentation "A quarter of a century contributes to building a security career, achievements and challenges". In the speech, with 25 years of construction, striving and constantly growing, Vietnam Social Security has achieved many encouraging results. This is reflected in the continuous expansion of social insurance coverage, if in 1995 only 2.2 million people participated, then by August 2019 it would be 14.65 million people (an increase of about 5.7 times). In 2008, the first year of implementing voluntary social insurance, with 6.11 thousand participants, this number reached 437 thousand by August 2019 (an increase of 70 times). The number of people participating in unemployment insurance also increased rapidly with 5.9 million people when it started in 2009 to 12.9 million people in August 2019. In particular, by September 2019, the number of people and the proportion of people participating in health insurance on the total population increased impressively, exceeding the assigned targets with over 85.2 million participants, corresponding to the coverage rate of 89,8% of the population, an increase of 68.8 million people compared to 2003 (the year when the function of implementing the health insurance policy was transferred to Vietnam Social Security). Along with the increase of participants, the revenues of social insurance, health insurance and unemployment insurance also continued to increase over time, in 2018, the total revenue of the whole industry reached VND 332,006 billion, an increase of 11.26 times compared to 2006 and increased 425.7 times compared to 1995.

Over 25 years of operation, the social insurance industry has settled for over 112.5 million people entitled to social insurance benefits. After nearly 10 years of implementing the unemployment insurance regime, nearly 5 million workers have received unemployment benefits, more than 180,000 unemployed people have received vocational training support, more than 1.39 million have been consulted about job placement. In the field of health insurance, from 2003 to 2018, the social insurance industry and the health sector worked together to ensure benefits for over 1,748.5 million medical examination and treatment patients with health insurance, on average, each year over 109 million people pay for medical care costs covered by health insurance.

In the last 10 years, the social insurance industry has focused drastically in administrative procedure reform, cutting from 263 procedures to 27 procedures; transaction time of implementing administrative procedures on social insurance and health insurance of enterprises decreased to 51 hours per year...

Vietnam Social Security also promotes electronic transactions, providing 19 online public services at level 3 and level 4. According to the World Bank's assessment of the Global Business Environment Report 2018, the index submitted Tax and social insurance ranked 86/190 (up 81 grades compared to the 2017 Report). The health insurance assessment information system has been connected between the social insurance agency and medical examination and treatment facilities with health insurance nationwide.
