Continuing to create a “breakthrough” in administrative reform and social insurance industry modernization

Administrative procedures continue to decrease from 28 to 27; over 90% of units and enterprises have conducted electronic file transactions; 100% of documents sent to and from Vietnam Social Security (besides confidential and specific documents) are received and issued electronically, etc. These are outstanding results in the organization and implementation of administrative reforms in the third quarter of 2019 of Vietnam Social Security.

According to the report of Vietnam Social Security, in the third quarter of 2019, Vietnam Social Security continues to review and simplify administrative procedures associated with IT applications; regularly assess the effectiveness of the current administrative regulations, proactively propose cuts or modifications to simplify the procedure. Accordingly, 18 administrative procedures are replaced in the field of settlement of social insurance regimes, payment of social insurance and unemployment insurance regimes; abolish one administrative procedure in the field of these regimes payment, thus reducing from 28 to 27 procedures. The sector has also finalized and submitted to the Government the Project "Speeding up administrative reforms, implementing online public services at level 4, promoting the building of a national database on social insurance, ensuring connectivity and data sharing with relevant national databases.”

Besides, the whole industry has resolved timely feedbacks and recommendations; listing and publicizing all 27 administrative procedures according to regulations. At the same time, the sector also regularly updates and reviews the standardized administrative procedures of the effective social insurance and health insurance policies, the new administrative procedures have just been issued and removed the expired ones in the national database on administrative procedures, ensuring that organizations and individuals can easily and conveniently access during the work process.

The centralized electronic one-door system is put into operation by the social insurance industry to manage and monitor the entire business process online, from receiving applications to accepting and settling administrative procedures, reporting status of soon due or late documents, etc.

Drastically implement administrative reforms and modernize the social insurance industry

Aside from reforming administrative procedures, Vietnam Social Security also actively promotes organizational restructuring. Correspondingly, right after the scheme "Renewing and reorganizing the organization of Vietnam Social Security in the direction of streamlining and effective operation" was approved by the Prime Minister, Vietnam Social Security quickly issued Plan No. 2596 / KH-BHXH to deploy; Decision No. 969 / QD-BHXH defining the functions, tasks, and organizational structure of the local social insurance body (replacing Decision No. 1414 / QD-BHXH); Official Letter No. 2712 / BHXH-TCCB guiding the pilot arrangement of organizational structure, human resources, handing over tasks, finance and assets to units according to the new organizational structure.
