Issuance of social insurance books and health insurance cards is implemented at the provincial and district levels.

The Prime Minister has just issued Decision 1291/QD-TTg approving 36 administrative procedures under the jurisdiction of central agencies organized vertically in the locality to receive at the Center for Public Administration at provincial level, Division of receiving and returning administrative procedure-handling results at district and commune levels.

Nine administrative procedures under the jurisdiction of Vietnam Social Security being settled vertically at the provincial and district levels, including:

Collecting social insurance, health insurance, unemployment insurance, occupational accident and occupational disease insurance has 3 procedures and groups of procedures. In which: (1) Registration of adjustment of compulsory social insurance, health insurance, unemployment insurance, occupational accident and disease insurance; issuing social insurance books and health insurance cards and (2) Registering to pay and issuing health insurance cards for people who only participate in health insurance is carried out at the provincial and district levels; (3) Register, re-register and adjust voluntary social insurance contributions; Social insurance book issuance is done at district level.

The field of social insurance policies implementation has 5 procedures and groups of procedures, namely:

- Procedure (4) Settlement of maternity benefits (implemented for the case that the employee leaves his / her job before the time of giving birth, receiving a child, adopting a child) is implemented at provincial and district levels;

- Procedure (5) Relocation settlement for people who are receiving their monthly pension, social insurance allowance and people waiting for their monthly pension or allowance from one province to another are handled at the provincial level; Procedure (6) Settlement to continue receiving monthly pension or social insurance allowance for those who have completed their imprisonment penalties, those who illegally leave Vietnam returning to their countries of lawful permanent residence and those who are declared missing by the Court; (7) Settlement for monthly benefits under Decision No. 613/QD-TTg; (8) Settlement of pension entitlement for retired teachers who have not received seniority allowances in pension under Decision No. 52/2013/QD-TTg implemented at the provincial level.
