Vietnam social security keeps first place in application of it

The Vietnam Social Security (VSS) continues to lead for the second consecutive year in the application of information technology (IT) among governmental agency groups, according to ratings released by the Ministry of Information and Communications (MIC).

The rating ranks the application of IT at ministries, ministerial-level agencies, governmental agencies and municipalities in 2018.

In regards to governmental agency groups, Vietnam News Agency ranks second, followed by Vietnam Television.

In the ministry and ministerial-level agency group, the Ministry of Finance continues to lead the list of 19 ministries and sectors. The Ministry of Industry and Trade has surged to second place, leaping 15 ranks from 2017.

Among 63 provinces and cities, Da Nang City has surpassed Thua Thien-Hue Province to take the lead. Ho Chi Minh City drops two ranks and stands in seventh position. Ha Noi ranks eleventh, rising one place from the previous year.

The results were based on reports submitted by ministries, sectors and localities. The evaluation was conducted by the MIC in three groups: ministries and ministerial-level agencies; governmental agencies and municipalities.

The rating assesses the application of IT in six categories, namely IT infrastructure; IT application in agency’s functionality; websites; online services; terms and conditions of IT application; and human resources for IT application. Each category is examined and the total score of all categories is used to rate the overall performance of the agencies.

In the recent years, the VSS has paid special attention to the application of IT by setting up a centralised information database, a numbering identification system to manage people on social insurance, health insurance and unemployment insurance on a national scale.

The VSS has so far provided level 3 online services. In 2018, more than 47 million dossiers of social insurance and health insurance were created through online transactions. All the IT applications follow an e-Government framework designed by the MIC.

The VSS plans to complete constructing and putting into operation a modern and connected online social insurance database with the latest technology by 2020.

The system is expected to provide focused, fast and accurate services, towards the targets of gaining satisfaction from the public and businesses as well as ensuring sustainability of social welfare./.
