For the development of a sustainable, effective social security system in Viet Nam

Based on Decision No. 622/QD-TTg dated 10/5/2017 of Prime Minister, Viet Nam Social Security (VSS) has issued Action Plan No. 5458/KH-BHXH to effectively implement the assigned tasks in the Government’s National Action Plan for the implementation The 2030 sustainable development agenda.

Sustainable development goals of VSS are to implement effectively policies and regulations of social insurance (SI), health insurance (HI) and unemployment insurance (UI); rapidly extend the coverage of SI, HI and UI…with specific objectives defined for the periods: to 2021, to 2025 and to 2030; improve the quality of administrative procedures; safely use and ensure balance of SI fund in the long term; effectively manage, use and ensure the balance of HI fund; develop a modern, professional and highly effective social security (SS) system to meet requirements of industrialization, modernization and international integration.

The plan also clearly defines the key issues that SS sector needs to implement including:

Expanding coverage both SI and HI; hastening the HI universal coverage; fulling and timely collecting of contribution debts. Encouraging the people to participate in voluntary SI.

Organizing the practical implementation of policies and regulations of SI, HI and UI; well implementing the SI, HI, Employment Laws, Law on Occupational Safety and Hygiene and Pharmaceutical Law to ensure benefits of SI, HI and UI participants.

Improving the effectiveness of public education and information dissemination on policies and regulations on SI, HI and UI to all levels, sectors and the whole citizens. Thereby, creating the unification between awareness and actions in strictly implementing policies and regulations in these fields.

Strengthening the management of SI, HI and UI funds, ensuring the effectiveness, safety of balance between revenue and expenditure. Effectively implementing annual investment plan of SI fund. Researching to complete regulations and procedures for managing investment activities and using risk reserve fund in fund investment activities, ensuring safety, effectiveness in accordance with the Law.

Developing and completing sustainable development statistical indicators of VSS and database system for supervising, evaluating and implementing all sustainable development objectives.

Completing infrastructure, promoting IT application in professional activities; completing software system, centralized database; implementing data linkage with departments, ministries and branches; striving for providing online public services at level 3 and 4; researching and implementing of changing from SI book, HI card into SS e-cards.

Completing VSS structural organization and personnel towards clues streamlining and staff downsizing; strengthening education, training to improve VSS human resource quality. Developing VSS structural organization in line with the spirit of the constructive Government that is ethical, strong, upright, action-driven and oriented towards serving businesses and citizens.
